We argue that place-based college scholarships, if designed intentionally and leveraged effectively, can foster local economic development. Since the introduction of the Kalamazoo Promise in 2005, a growing number of communities have applied the place-based approach to investments in human capital through the creation of college scholarship programs. Reviewing the existing literature on educational and economic outcomes associated with Promise programs reveals that they can expand students’ postsecondary aspirations, improve a school district’s college-going culture, and increase college enrollment and degree attainment while promoting in-migration of residents and positive growth in housing prices. This report offers an estimate of the cost of a place-based scholarship program, with a similar program structure as the Kalamazoo Promise, for the City of Newark, New Jersey. It is assumed that the projected Newark Promise scholarship program would begin in the fall of 2013, and the full cost of the scholarship would not occur until 2016 when four years of students are enrolled with Promise scholarships. Once "fully loaded," annual cost estimates for a Newark Promise range from approximately $8 million to $11.5 million per year, although costs would be substantially lower in the initial years of the …

This research brief addresses the question of whether the introduction of the Kalamazoo Promise in late 2005 brought about a shift in media coverage of Kalamazoo Public Schools (KPS). It is part of an effort to examine the nonacademic effects of the Kalamazoo Promise—more specifically, if and how the Promise has changed the broader community. A review of educational content in the Kalamazoo Gazette and the Grand Rapids Press pre- and post-Promise announcement was analyzed to determine whether the introduction of the Kalamazoo Promise changed media coverage, thereby affecting community perceptions of KPS as compared to Grand Rapids Public Schools. …

The Kalamazoo Promise has led to a pronounced shift in the college-going patterns of Kalamazoo Public Schools (KPS) students who attend the Kalamazoo Area Math and Science Center (KAMSC). Following the introduction of the Kalamazoo Promise in 2005, the percentage of KPS KAMSC students attending public, in-state institutions of higher education has almost doubled—a shift that reflects the program rules of the Promise, which covers tuition and fees only at public postsecondary institutions in Michigan. The percentage of non-KPS KAMSC students attending an in-state, public institution also rose in the post-2006 period but only very slightly, suggesting that the Promise …

Multiple steps are necessary for a well-designed Promise-type scholarship program. Through multiple community visits, Upjohn Institute staff members will assess the need and capacity of the Hamilton, Canada community for such a scholarship. Based on those assessments, staff members will present a program design that takes into consideration such parameters as its universality, funding structure, geographic eligibility, academic supports, and management/administration of the program. The Kalamazoo Promise, announced in 2005, is an innovative college-scholarship program available to every graduate of the Kalamazoo (Michigan) Public Schools. Programs such as the Kalamazoo Promise, which is being emulated in cities across the United States, open new avenues for the acquisition of human capital regardless of income level or academic achievement, while facilitating the creation of new economic and social assets for the community. The purpose of this project was to support the research and writing of a book assessing the value of place-based (“Promise”) scholarship programs. Since the first such program was announced in Kalamazoo in 2005, this model has been replicated to one degree or another in many different settings. Yet there have been only limited efforts to evaluate the impact of existing Promise programs and virtually no comparative work examining different approaches to designing and implementing place-based scholarships. The parameters of the program, such as student eligibility, eligible post-secondary institutions, and time frame, are currently under discussion by stakeholders in Rockford. The Upjohn Institute will oversee a multi-faceted research initiative assessing the impact of place-based scholarships on post-secondary attainment and local economic development. The project involves the development of an integrated database covering post-secondary enrollment and attainment in five Promise communities, a series of working papers based on this data by researchers in five Promise communities using a common analytical framework, and the development of a Web-based clearinghouse of promising practices for Promise communities that includes best-practices information on how to track the impact of Promise programs. The Children’s Museum of Indianapolis and other stakeholders are considering the adoption of a place-based scholarship, or “Promise” program, to be known as The Mid-North Promise Community, for the neighborhood surrounding the museum. Upjohn Institute staff members will be visiting Indianapolis to meet with stakeholders, helping to identify an appropriate program structure in light of critical needs, and estimating the feasibility and cost of such a program over a projected 10-year period. One notable feature of The Mid-North Promise Community is that it will include college scholarship funding for adult workers living in the neighborhood, not just recent high-school graduates.

The Upjohn Institute conducted an economic impact study of a universal, place-based scholarship program for La Crosse, Wisconsin. This study examined the possibility of developing a program similar to the Kalamazoo Promise for the La Crosse area. The La Crosse area faces a population decline, growing concentrations of low-income students, an aging infrastructure in the region’s largest school district, and regional sprawl that is consuming farmland and natural assets while creating new challenges of congestion and service delivery.
