This report was prepared by the Australian Council for Educational Research (ACER) to support the work of the Teacher Education Ministerial Advisory Group (TEMAG). ACER was requested to undertake evidence-based research and benchmarking of world’s best practice teacher education programs against Australia’s own programs, which included: (a) identifying best practice principles for the design, delivery and assessment of teacher education programs; and (b) articulating the features of teacher education programs that most effectively support successful transition to effective practice.

This report is the final of three reports of the evaluation of the Teach for Australia (TFA) Pathway, a pilot of an alternative approach to teacher education in Australia. The evaluation was undertaken by the Australian Council for Educational Research (ACER) over the period 2010 to 2012. The basic design of the TFA Pathway is as follows: 1. High-achieving university graduates are recruited nationally. Kathleen Fitzpatrick, born in 1905, was the grand - daughter of Melbourne real estate agent JR Buxton, whose investments in land and housing brought him wealth and significantly influenced much of his city's early development. In her memoir, Solid Bluestone Foundations, described by her great friend Manning Clark as 'a magnificent book of memories', Kathleen painted an evocative picture of family life at her grandparents' mansion Hughenden in Middle Park, and of middle - class living in early twentieth - century Melbourne. In recent years, some Australian schools and universities have been moving away from traditional modes of teacher education in which pre-service teachers typically undertake their practicums in ‘blocks’ of about four weeks a couple of times a year, to newer models in which they become attached to a school, spending at least two days a week there, undertaking extra-curricular duties and participating in a variety of activities so that they become more like a teacher who actually works in that school than a visitor. What happens when educators rather than policymakers initiate a program to define and maintain professional teaching standards from the ground up? It is possible to trace the current Draft National Professional Standards for Teachers back to 2003, when Australia's Ministers for Education endorsed the National Framework for Professional Standards for Teaching. They can be traced even further back, though, to the Control of Entry campaign of the 1960s and '70s. In 1969 fewer than 40 per cent of secondary teachers in Victorian government schools held a university degree and the figure for teachers with both a degree and teacher training …

This study provides guidance to policy-makers about the standards that might be appropriate for accrediting teacher education programs. The study was commissioned by the Victorian Institute of Teaching (VIT), a statutory body established in 2001 by the Victorian state government with responsibility for the registration (licensing) of teachers and the accreditation of teacher education programs. The study investigated the characteristics of effective initial teacher education programs, as reported by teachers who have just finished their first year of teaching. A survey instrument was distributed in 2004 to all registered teachers who had graduated from their teacher education program in 2002, …

Investment in teacher education is a major strategy to enhance the quality of teaching and learning in our schools. This evaluation report is presented in two volumes. Volume 1, Evaluation of the GiR-LNS is focused mainly on the survey component of the evaluation. The complete data set from the surveys undertaken in 2003 and 2004 is analysed, and conclusions drawn from these analyses. The concluding sections draw on the survey data, some research literature and the illustrative case studies to report on the effectiveness of the GiR-LNS as a strategy for professional development, and as a strategy for change. In 2003-4, the Catholic Education Commission of Victoria (CECV) and the Australian Council for Educational Research (ACER) undertook a project to develop standards for school leadership. A specific aim of the project was to provide a 'bridge' to leadership that would encourage teachers to undertake leadership tasks and to consider moving into formal positions of leadership. The strong link between teacher quality and student learning outcomes calls for effective systems of teacher accountability. School systems in all Australian states have established policies and practices to raise levels of teacher accountability, but it remains doubtful whether they have the capacity to deliver on teacher quality assurance or improvement in teachers' practice. The VIT’s Program for Supporting Provisionally Registered Teachers and its registration procedures are increasingly seen as valid and fair. The Program is generally perceived as leading to improvements in teaching practice. Principals and mentors were very positive about the program, and consistently reported high levels of satisfaction with its implementation. Research has repeatedly found that significant reforms are often accompanied by a degree of unease and resistance, and this has been the case with the introduction of the VIT standards and registration requirements. This report produces a comprehensive national picture of the nature and effectiveness of teacher education and re-training opportunities for languages teachers. The report investigates course entry requirements, course content and structure for primary and secondary languages teachers; identifies structural impediments relating to the development of languages teachers' linguistic and pedagogical competency; and explores the potential application of the Professional Standards for Accomplished Teaching of Languages and Cultures, developed by the Australian Federation of Modern Language Teachers (AFMLTA), in teacher education for languages teachers.
