Test-Based Accountability Systems: Concerns For Indiana’S Multilingual Learners And Their Teachers, Kathryn Brooks, Brooke Kandel-Cisco

Indiana’s current test-based accountability system grew, in part, out of decades of federal-level educational reform initiatives. This article reviews the history of Indiana’s test-based accountability system for schools and details how the system calculates evaluative ratings for Indiana teachers and schools. Additionally, the article analyzes how the Indiana accountability system contradicts what is known about appropriate measurement of English language learners and lists psychometric and validity concerns such as valid assessment, non-random assignment, norming groups, and ceiling/bottom effects. This article calls for a system in which multiple assessments offer rich data for school and teacher evaluations.

In 2012, the Australian Council for Educational Research (ACER) began the Longitudinal Literacy and Numeracy Study: Transitions from Preschool to School (LLANS:TPS). The study is part of a program of longitudinal literacy and numeracy research at ACER that started with a seven-year longitudinal study of children’s developing literacy and numeracy throughout primary school, which began in 1999 with a cohort of 1000 children from 100 schools around Australia (Meiers et al., 2006). This evaluation compares evidence from the literature with Australia’s experience in supporting teacher development in a range of developing countries. It uses case studies to good effect in explaining choices made, the extent to which expectations were or were not met, and the lessons for future Australian assistance for teacher development. The evaluation found mixed results. In cooperation with governments and other donors, Australia has made positive contributions, such as improving teacher frameworks and curriculums, and training teachers through a range of interventions. Proposals announced yesterday by Education Minister James Merlino to attract more talented teacher education candidates underline the importance of teacher quality to student learning.
 
We have allowed teaching to become a much less attractive career option for academically successful secondary school students. Allowing the current trend to persist would have a detrimental effect on school students and on education in the long term in Victoria.
 
Future teachers can apply for undergraduate teacher education programs through two different pathways; through Tertiary Admissions Centres at the state level, or directly to a university.

This case study of Rwanda provides an understanding of the specific practices implemented to measure and improve the literacy and numeracy learning outcomes of Rwandan primary school children in the long term. An important development regarding the quality standards and assurance programme of education in Rwanda is the 2011 introduction of Learning Achievement in Rwandan Schools (LARS). This case study outlines the main purposes and components of LARS, the main findings regarding effective strategies and factors from the LARS baseline report and the capacity building component of LARS.

In order to understand the major impediments to student learning in the region, UNICEF Eastern and Southern Africa Regional Office commissioned this study to map and compare existing assessments of literacy and numeracy in primary education in the region, to examine how the data can be used to characterise children who are experiencing only limited learning outcomes to inform education policy, and to document practices that could help improve learning outcomes of disadvantaged children. The report concludes with a macro theory of change combining assessment, analysis and action. The research was jointly supported by ACER's Centre for Global Education Monitoring.
