Test-Based Accountability Systems: Concerns For Indiana’S Multilingual Learners And Their Teachers, Kathryn Brooks, Brooke Kandel-Cisco
Kathryn Brooks
Indiana’s current test-based accountability system grew, in part, out of decades of federal-level educational reform initiatives. This article reviews the history of Indiana’s test-based accountability system for schools and details how the system calculates evaluative ratings for Indiana teachers and schools. Additionally, the article analyzes how the Indiana accountability system contradicts what is known about appropriate measurement of English language learners and lists psychometric and validity concerns such as valid assessment, non-random assignment, norming groups, and ceiling/bottom effects. This article calls for a system in which multiple assessments offer rich data for school and teacher evaluations.

Fostering Understanding Of Early Numeracy Development, Kate Reid, Nicola Andrews
Dr Kate Reid
In 2012, the Australian Council for Educational Research (ACER) began the Longitudinal Literacy and Numeracy Study: Transitions from Preschool to School (LLANS:TPS). The study is part of a program of longitudinal literacy and numeracy research at ACER that started with a seven-year longitudinal study of children’s developing literacy and numeracy throughout primary school, which began in 1999 with a cohort of 1000 children from 100 schools around Australia (Meiers et al., 2006). The original Longitudinal Literacy and Numeracy Study (LLANS) developed new instruments for assessing children’s literacy and numeracy understanding in the first three years of primary school and described …

This evaluation compares evidence from the literature with Australia’s experience in supporting teacher development in a range of developing countries. It uses case studies to good effect in explaining choices made, the extent to which expectations were or were not met, and the lessons for future Australian assistance for teacher development. The evaluation found mixed results. In cooperation with governments and other donors, Australia has made positive contributions, such as improving teacher frameworks and curriculums, and training teachers through a range of interventions. However, there is room to improve—for example, in enhancing policy, strengthening analysis and negotiating new investments—so teacher …

Right now, students across the nation are embarking upon a series of standardized tests following intense days and weeks of test preparation accompanied by anxiety and worry from both parents and educators. Many of these test participants are English as a Second Language (ESL) learners with a wide diversity of learning potential, social and emotional challenges, strengths, cultures and interests. Among these young learners, there are many who put themselves to bed in the evening, get themselves up and ready for school, and do not have breakfast, arranged homework times or adult support to guide their school days...

Background Paper No. 1 : Senior Assessment And Tertiary Entrance In A Nutshell, Gabrielle Matters
Dr Gabrielle Matters (Consultant)
The purpose of this paper is to describe senior assessment and tertiary entrance in Queensland in a nutshell. It does not purport to be an academic paper, a procedural manual, or the definitive description of senior assessment and tertiary entrance procedures in Queensland. Its focus is on describing and explaining the key features of the system to an audience that is not necessarily acquainted with the intricacies of the Queensland system. And it is simply an aide mémoire for those who are part of the system. Not all aspects of senior assessment and tertiary entrance are mentioned and technical discussion …

Effective communication and advocacy activities are essential components in initiating change in education practices and policies. ACER, through the Global Education Monitoring (GEM) Centre provided support to OMAES (Oeuvre Malienne d’Aide à l’Enfance du Sahel), a non-governmental organisation in Mali, for the development of an internal monitoring and evaluation system for the Beekunko assessment in Mali. Bεεkunko is a household-based assessment of children’s learning outcomes in literacy and numeracy for children in Mali whether currently attending school or not, and who are six to 14 years of age. OMAES’ primary aim through Bεεkunko is to motivate stakeholders at various levels …
System-Level Assessment And Educational Policy, John Cresswell
System-Level Assessment And Educational Policy, John Cresswell
Dr John Cresswell (retired)
Education ministries throughout the world are integrating educational assessment into their education reform processes. Education reform is not a straight-line activity, and assessment can both inform the discussion on policy reform and give an indication of the effectiveness of policies that have been implemented. Three different types of assessment are used in the educational process: classroom assessment, examinations and system-level assessment. Each type has a different purpose. While the focus of both classroom assessments and examinations is to measure the learning outcomes of individuals, for system-level assessment the focus is to describe the characteristics of the population as a whole …

In this conceptual study, the authors explore the development of checklists for fixed-wing aviation operations, including their utility in accomplishing identified goals and adherence to human factors design principles. Furthermore, the authors review the current status of the aviation industry transition to electronic checklists, comparing them to their paper counterparts, and assess adherence to human factors principles in electronic checklist design and implementation. The role of electronic checklists in general aviation operations and safety implications of the electronic transition are discussed. Brief Summary of Research: Anecdotal evidence suggests that more and more pilots at both the general aviation (GA) and …

This case study of Zimbabwe provides an understanding of the specific practices implemented to measure and improve the literacy and numeracy learning outcomes of Zimbabwean primary school children in the long term. It explores emerging trends from the 2014 Zimbabwe Early Learning Assessment (ZELA) in student learning outcomes and the provision of textbooks and teaching materials procured through the Education Development Fund (EDF). It also reviews the multiyear programme of an intensive capacity-building partnership with the Zimbabwe School Examinations Council (ZIMSEC) and the Australian Council for Educational Research (ACER). The capacity-building programme supports the longterm sustainability of ZELA through system …

In order to understand the major impediments to student learning in the region, UNICEF Eastern and Southern Africa Regional Office commissioned this study to map and compare existing assessments of literacy and numeracy in primary education in the region, to examine how the data can be used to characterise children who are experiencing only limited learning outcomes to inform education policy, and to document practices that could help improve learning outcomes of disadvantaged children. The report concludes with a macro theory of change combining assessment, analysis and action. The research was jointly supported by ACER's Centre for Global Education Monitoring.
