The Impact Of Performance-Based Funding On Graduation Rates At Texas State Technical College, Adam Hutchison

As states legislatures seek improved results and increased accountability from higher education institutions, performance-based funding is frequently used as fiscal policy to determine state appropriations. Performance-based funding (PBF) determines an institution’s appropriation by its attainment of metrics, usually student outcomes. Early versions of PBF provided incentive funding for institutions that exceeded outcome goals, but later formulas included more intermediate metrics and required institutions meet targets to receive baseline funding. Prior studies examined the impact of PBF on retention and graduation rates at institutions through state-to-state comparisons and explored the political implications of PBF policies. The community college, like all of higher education, has been significantly impacted by the Great Recession and coincidental increased enrollment. The purpose of this qualitative study was to examine the decision making processes of community college presidents as related to resource allocation and the impact of these decisions on the comprehensive community college mission. Declining state funding and increased enrollments have greatly impacted how community college leaders make decisions with leaders incorporating shared governance and informed decision-making. Community college leaders have also been proactively seeking out alternative revenue streams in order to help offset decreased state funding. Findings of this …

Prior empirical research has taken many varying approaches to determine if differences in funding significantly impacts student academic achievement. However, much of these studies exhibit weak generalizability due to their limited scope, timeframe and dissimilar achievement measures. To expand upon the already robust literature in education finance this study measures interstate funding disparities via state fiscal effort and determines its impact on several measures of student academic achievement. To control for threats to external validity the research investigates the variables over ten years to determine if the relationships hold over time. The purpose of this study was to determine the effects of the recommendations of the Joint Legislative Audit and Review Commission (JLARC) on State funding for the school divisions in the Virginia cities of Chesapeake, Norfolk, Portsmouth and Virginia Beach.

The case study design provided the framework for the examination of the data. Records available from the Virginia State Department of Education, the Hampton Roads Planning District Commission, the Virginia Education Association (VEA), and the Joint Legislative Audit and Review Commission were reviewed to develop the research questions and the interview guides.
