Latino Family Engagement In A Network Of Catholic Bilingual Schools, Gabrielle Oliveira, Eunhye Cho, Olivia Barbieri

In this article, we examine how a Network of Catholic Bilingual Schools (NCBS) serves Latino populations by examining the leadership’s narratives of the school services and outreach. By employing a survey with 16 principals in the NCBS, we argue that the rate of engagement is similar between Latino and non-Latino parents, although the nature of the activities varied. Despite the long-held belief that Latino parents are less likely to participate in schooling than non-Latino parents, we found that Latino parents committed their participation in schools across cultural, linguistic, or religious activities. The purpose of this mixed-methods study was to analyze the effectiveness of a heritage language Spanish program from the standpoint of organizational, curricular, and cocurricular practices. In this study, heritage language study was defined as having an emphasis on maintaining cultural awareness and language needs (Beaudrie, 2009) through cultural mediation, in which the experiences and identity of students are developed as areas of strength in the educational experience (Bennett, 2003; Gollnick & Chinn, 2004; Lovelace & Wheeler, 2006). The present article offers the reflections of the principal of the longest-running two-way immersion school in Southern California on some of the key factors positively impacting the program, namely parental involvement, teacher commitment, and principal support. Additionally, it includes some of the critical challenges she must continuously face as part of her job, i.e., scarcity of qualified and minority language proficient teachers, lack of funding and adequate materials in the minority language, as well as the impact of federal and state education laws on the autonomy of the program. The Regional Ministry of Education of the Autonomous Government of Andalusia, an autonomous community in the South of Spain, has established several bilingual programs to improve language proficiency of its student population. The programs, which undertake second languages as vehicular languages at the classroom, encourage student’s bilingualism, academic development and positive attitudes toward other groups. The following paper examines opinions given by a group of students enrolled in an Andalusian bilingual program about those matters.
