This dissertation research investigated the validity and reliability of the Iowa Department of Education Student Teacher Evaluation (IDESTE) instrument and has provided initial comparisons of the IDESTE to other measures in the system. A team of experts, including staff members from the Department of Education, the K-12 system, and teacher preparation programs, developed the IDESTE. The initial form of the IDESTE was administered to every student teacher in the state in 2005-06 and results were aggregated by the Department of Education. Teacher evaluators in the state of Iowa were required to take part in the newly created Iowa Evaluator Approval Training Program (IEATP) in the 2002-03 school year. The IEATP was designed to train evaluators in teacher evaluation based on the Iowa Teaching Standards and Criteria. The purpose of this study was to investigate reasons why individuals licensed to be secondary administrators in the state of Iowa have not entered the profession, and to identify factors that would motivate them to consider administrative appointments. Data provided by the Iowa Department of Education identified a total of 385 individuals holding secondary principal licensure, who were employed as educators but were not serving in administrative positions. This study investigated how high school principals make meaning of the ethical issues they face. Sixteen Iowa public high school principals were selected by gender and district size. Each participated in a one-hour face-to-face interview with the researcher who had five years of building-level administrative experience at the middle and secondary level.;Narratives were analyzed identifying major categories of educational beliefs and values, ethical issues, and ethical dilemmas. This study was conducted to determine whether scheduling interventions make a difference in student achievement. It examined the effects of scheduling types on Iowa Tests of Educational Development (ITED) scores in Iowa high schools. Student performance, as measured by ITED scores, was used to compare 4 x 4 block-scheduled schools, A/B alternating-day block-scheduled schools, 8-period day scheduled schools, and the Iowa state norms.
