Reducing Class Size Misses Mark, Wallace Huffman

School quality is very much on the minds of Iowans and many others. Real (constant-dollar) spending per pupil in Iowa public K-12 schools has increased steadily since 1960 up to 1992-93 when it flattened out. Per-pupil real expenditures are an eye-popping 2.8 times larger than in 1960, and the pupil-teacher ratio has declined about 34 percent -- mostly between 1970 and 1990.

In decentralized education systems programs that promote central mandates may have to be devolved to local governments, communities, and providers. When participation by local governments and providers is voluntary rather than compulsory, the determinants of program placement are important in predicting potential benefits to individuals. This article analyzes incentives for municipalities and private schools to participate in Colombia's voucher program. Can Private School Subsidies Increase Enrollment For The Poor? The Quetta Urban Fellowship Program, Jooseop Kim, Harold Alderman, Peter F. Orazem

This study evaluates a program designed to stimulate girls' schooling through the creation of private girls' schools in poor urban neighborhoods of Quetta, Pakistan. Enrollment growth in these randomly selected neighborhoods is compared to enrollment growth in otherwise similar neighborhoods that were randomly assigned to a control group. The analysis indicates that the program increased girls' enrollment around 33 percentage points. Boys' enrollment rose as well, partly because boys were allowed to attend the new schools and partly because parents would not send their girls to school without also educating their boys. A Pictorial Approach To Molecular Orbital Bonding In Polymers: Non-Mathematical But Honest, Gordon J. Miller, John G. Verkade

The generator orbital (GO) approach is a useful tool for teaching students how to visualize, pictorially, the MO's in a wide assortment of discrete organic, organometallic, metal complex, and cluster molecules possessing a variety of structures. We describe a novel and useful extension of this non-mathematical but honest learning concept to a timely and important class of molecules, namely, polymers. Two examples are treated by our pictorial method: one is s-bonded polyethylene and the other is p-conjugated polyacetylene.

I am grateful to Rafael Salaberry for his comments on my paper "CALL in the year 2000: Still in search of research paradigms?" takes up the discussion that I hoped the paper would motivate about fundamental issues in CALL research--issues such as what the relevant research questions are, why particular research methods are appropriate, and how CALL research relates to second language acquisition (SLA) research. In second language acquisition (SLA) research, some form of measurement is frequently used to produce empirical evidence for hypotheses about the nature and development of communicative competence. For example, SLA researchers test learners to investigate such aspects of interlanguage vocabulary1 as the acquisition of semantic (Kellerman 1978) and syntactic (Ard & Gass 1987) features of words, the structure of the L2 lexicon (Meara 1984; Singleton & Little 1991 ), lexicon size (Nation 1993), strategies associated with vocabulary use (Blum-Kulka & Levinson 1983), and automaticity of lexical access (Chitiri, Sun, Willows, and Taylor 1992). Breaking with the still-dominant process tradition in composition studies, post-process theory―or at least the different incarnations of post-process theory discussed by the contributors represented in this collection of original essays―endorses the fundamental idea that no codifiable or generalizable writing process exists or could exist. Post-process theorists hold that the practice of writing cannot be captured by a generalized process or a "big" theory.

At Iowa State University, the Materials Science and Engineering Department teaches a course in the statistics of materials. Approximately one third of this two credit course is devoted to the design of experiments (DOE). A relatively brief introduction to the theory of DOE sets the stage for the inclusion of a software package used to assist materials engineers to design and analyze the results of experiments.
