Background In order to make informed decisions about how best to support children and young people with disabilities, effective strategies that facilitate active and meaningful participation in school are required. Clinical factors, diagnosis or impairments somewhat helpful in determining what should be provided in interventions. However, clinical factors alone will not offer a clear view of how to support participation. It is helpful then to look at wider psychosocial and environmental factors. In February, 1978, Mount Lawley College agreed to undertake an evaluation of the Balga Special School for the Education Department of Western Australia. Preliminary discussions were held with the Superintendent of the Research Branch and the Principal of Balga Special School. The purpose was to determine the parameters of the evaluation.

It was agreed that the College was to be responsible for the conceptual framework of the program. It was also agreed that this framework was to be approved by the Superintendent of the Research Branch and the Principal of the Balga Special School.
