Institutions of higher education are required to submit annual reports of sexual assault crimes to the Department of Education under the Clery Act. The Department of Education makes this data publicly available. Two primary measures are used to assess reporting of assault on campus: the Assault Reporting Ratio (ARR) and the Reporting Rate per 10,000 students (R10K). These measures are easily calculated and can be used to assess practices and policies that impact the reporting of sexual assault on campus.

Since 2000, the Ugandan government has implemented a number of policies aimed at combating disability discrimination in the workplace and leap towards equality of opportunities. However, despite the availability of progressive legislation and policies, persons with disabilities continue to face many barriers to accessing employment. This paper reviews the policies and legislation aimed at promoting disability protection in the workplace. Recommendations for reform are made before bringing together the various strands of argument throughout the paper.

To date, only a few studies have attempted to evaluate the effectiveness of disability employment quota systems using structural changes in policies. This study exploits the structural changes in South Korea’s disability employment quota system that took place in 2004 and 2006 to expand the current disability policy evaluation literature. How well are colleges counting sexual assaults that occur on their campuses? This paper provides two measures, the Assault Reporting Ratio (ARR) and the Reporting Rate per 10,000 students (R10K), that address this question. The ARR and R10K are benchmarks that identify institutions that are leading in this area. The measures facilitate comparisons across institutions and over time. The measures enable administrators and researchers to evaluate the effectiveness of institutional policies and practices that govern the reporting of sexual assault.

Group-Average Observables As Controls For Sorting On Unobservables When Estimating Group Treatment Effects: The Case Of School And Neighborhood Effects, Joseph G. Altonji, Richard K. Mansfield

We consider the classic problem of estimating group treatment effects when individuals sort based on observed and unobserved characteristics. Using a standard choice model, we show that controlling for group averages of observed individual characteristics potentially absorbs all the across-group variation in unobservable individual characteristics. We use this insight to bound the treatment effect variance of school systems and associated neighborhoods for various outcomes. Across four datasets, our conservative estimates indicate that a 90th versus 10th percentile school system increases high school graduation and college enrollment probabilities by at least 0.047 and 0.11. Task-Specific Experience And Task-Specific Talent: Decomposing The Productivity Of High School Teachers, Jason B. Cook, Richard K. Mansfield

We use administrative panel data to decompose worker performance into components relating to general talent, task-specific talent, general experience, and task-specific experience. We consider the context of high school teachers, in which tasks consist of teaching particular subjects in particular tracks. Using the timing of changes in the subjects and levels to which teachers are assigned to provide identifying variation, we show that much of the productivity gains to teacher experience estimated in the literature are actually subject-specific. Over the past decade postsecondary education has been moving increasingly from the class room to online. During the fall 2010 term 31 percent of U.S. college students took at least one online course. The primary reasons for the growth of e-learning in the nation's colleges and universities include the desire of those institutions to generate new revenue streams, improve access, and offer students greater scheduling flexibility. Yet the growth of e-learning has been accompanied by a continuing debate about its effectiveness and by the recognition that a number of barriers impede its widespread adoption in higher education.

We evaluate potential determinants of enrollment in an early retirement incentive program for non-tenure-track employees of a large university. Using administrative record on the eligible population of employees not covered by collective bargaining agreements, historical employee count and layoff data by budget units, and public information on unit budgets, we find dips in per-employee finance in a budget unit during the application year and higher recent per employee layoffs were associated with increased probabilities of eligible employee program enrollment. A common strategy used by professions to support claims of workplace jurisdiction involves the institutionalization of professionally-endorsed formal structures, yet both theory and research suggest that ensuring the implementation of institutionalized structures after formal adoption can be problematic. This study investigates the influence of organizational characteristics on the implementation of one professionally-created institution in higher education organizations, tenure systems for faculty employment. Our results suggest that implementation of tenure systems is negatively affected by internal resource pressures, but positively affected by countervailing pressures from professionally-linked constituents. The results also suggest self-limiting aspects of the use of tenure systems.

Teaching Students And Teaching Each Other: The Importance Of Peer Learning For Teachers, Clement (Kirabo) Jackson, Elias Bruegmann

Using longitudinal elementary school teacher and student data, we document that students have larger test score gains when their teachers experience improvements in the observable characteristics of their colleagues. Using within-school and within-teacher variation, we further show that a teacher’s students have larger achievement gains in math and reading when she has more effective colleagues (based on estimated value-added from an out-of-sample preperiod). Spillovers are strongest for less-experienced teachers and persist over time, teachers perform best when they are the weakest of their peer group, and historical peer quality explains away about twenty percent of the own-teacher effect.
