In recent decades, there has been a decline in the participation of Black students in high school student councils, causing concern that the Black student population is underrepresented in this traditional form of civic engagement. This hermeneutic phenomenological study investigated the lived experiences of Black individuals who attended Massachusetts’ public high schools and were faced with the opportunity to seek membership in student council. Three guiding questions focused on factors influencing a student’s decision to seek membership in the organization and the alignment between the portrayed purposes of student council with the participants’ actual experiences and perceptions. The Student Activity Fee is a five-dollar fee paid by every graduate and undergraduate student at the University of Mississippi through their university tuition. The purpose of the Student Activity Fee is to support any efforts and passions of student organizations to allow them the financial freedom to host intentional programming for students or provide items needed for the function and success of that organization. The Student Activity Fee Fund was estimated to be depleted by Fall 2023. Student Government Organizations (SGOs) exist to serve and represent the student body. However, SGOs often face issues that lead to a disconnect between them and their constituency. The issues that can lead to a disconnect include responsibilities and purpose, representation and voter turnout, lack of knowledge and transparency, relationship to administration, and internal issues such as bias and mistreatment, transition, and personal outcomes. The purpose of this paper is to examine attitudes, beliefs, and feelings of student government leaders at a large West Coast research University where they enjoy a high level of autonomy in decision making and how the ability to be a partner in institutional transformation translates to personal and professional leadership development. Interviews were conducted with a number of individuals who served as campus-wide elected officials who represented the undergraduate student body. The interview participants talked about their experiences with faculty, staff, and administrators while involved in student government.

School community is critically important for healthy adolescent development. School connectedness has been found to be even more powerful than family connectedness in terms of protection against acting out behaviors in adolescence (Harrison & Narayan, 2003 ). Increasing student involvement in urban elementary settings through student government would unify students, communities, parents and staff. Establishing a student government in an urban school setting promotes student voice, student interest and helps tie community and staff together. The importance of belonging is essential in providing a safe and productive educational environment.

A handbook for activities coordinators in AAA-size high schools was developed. The result of the study indicated that management of student activities was moving to the supervision of an assistant principal, and that a representative document for implementation and organization of student activities was needed. Further, the study demonstrated that a handbook for advisors and for students needed to be developed to complete the organizational loop.

Data were collected from all AAA-size high schools. Representative common job responsibilities for a half-time activities coordinator were provided. Recommendations from the conclusions were discussed.

This paper represents a study of the activation of iii a student council and its effects on total school climate. The activation program was outlined with specific activities described in detail. The study was designed to provide for a comparison of predetermined indicators which were measured before and after the activation took place. Conclusions included positive observations made during the course of the study and recommendations for implementing more student involvement in the ongoing business of the school.
