Two years into implementation, this policy brief examines how California’s Local Control Funding Formula (LCFF) and its accompanying Local Control Accountability Plan (LCAP) meet the needs of English Learners (ELs). Researchers seek to understand district administrator perspectives on the impact of LCFF for ELs through interviews and focus groups with administrators that represent districts from Northern, Central, and Southern California. Findings reveal that although the LCAP serves as a mechanism to increase personnel and PD efforts to address EL needs, it is still largely viewed as a compliance document that requires alignment with other strategic documents and is sensitive to …

School leaders and principals have an obligation to use every tool at their disposal to maximize student achievement. All students deserve the best use of data to inform the decision-making of those entrusted to deliver the finest education available to them. The purpose of this study was to ascertain the perceptions of principals in Los Angeles Archdiocesan high schools about the use of assessment data in their schools by finding how they were using assessment data to inform curricular and pedagogical decisions, and then determining what factors affect the use of assessment data to inform their curricular decision-making.

The math achievement of American students had been stagnant or falling since 2007, according to both national and international measures (NAEP, TIMSS, PISA). While the Common Core State Standards were partially a response to sinking levels of American math proficiency, those standards require a much greater depth of conceptual understanding of mathematics for teachers than previous standards, yet more than half of fifth- through eighth-grade math teachers are not certified to teach math. After a significant policy change led to the admittance of students with moderate disabilities, St. Agnes School (SAS; pseudonym)—a Catholic PK-8 school in Southern California—implemented an 18-month professional development (PD) program to improve teachers’ inclusive classroom practices. Grounded in the theoretical framework of Universal Design for Learning (UDL; Center for Applied Special Technology, 2015b), the PD program included cyclical, one-on-one instructional coaching sessions that were led by trained UDL coaches and consisted of lesson demonstrations and personalized feedback. While SAS teachers held state credentials, most had very little training to work with students with special needs prior to this PD; …

Archdioceses and dioceses around the United States continue to brainstorm innovative ways to market their schools in an education system that provides a number of choices to parents and their children. Applying Wenger’s (1998) learning theory entitled Communities of Practice (COPs), the purpose of this case study was to investigate one such plan to improve the viability of three inner-city Catholic elementary schools that had similar missions, were located within just a few miles of one another, and served the same neighborhoods of a working-class, culture-rich Latino community in Southern California. Since the introduction of the Common Core State Standards (CCSS) in 2010, the education world has experienced a paradigm shift in the pedagogical expectations of educators, and there have been a decidedly mixed results on the implementation of the new standards. This qualitative study explored the experiences of several school administrators across urban and suburban school settings in their implementation of the CCSS. Students are coming to school with myriad issues that teachers and schools cannot address alone. ecological systems theory posits that the environments with which a child comes into contact, either directly or indirectly, can impact her or his development (Bronfenbrenner, 1979). This qualitative study aimed to identify and analyze potential factors affecting the superintendency in Guam. The role of a Catholic school principal is complex and includes promoting Catholic faith and spirituality throughout the school community. The additional job requirements of spiritual leadership are intentional formation for prospective and novice principals and efforts to sustain spirituality for experienced principals. This qualitative study explored the perceptions held by experienced lay elementary principals of their role as spiritual leader as well as how prepared they felt to serve in this role. As one-to-one computing initiatives become commonplace, some Catholic school educators might find themselves wondering what, if anything, such technologies might have to do with Catholic identity. This case study drew upon survey and interview data to explore the intersection of Catholic vision and mission with the implementation of a one-to-one (BYOD) initiative. The study finds that Catholic values informed the school’s support of teachers, as well as its efforts to help students navigate the personal and social issues associated with devices. Recognizing that pastors of parishes with a Catholic school play a vital role in Catholic education, and that the seminarians of today will be the parish pastors of tomorrow, this study sought to provide a better understanding of the perceptions held by Catholic seminarians about parish schools. Fourteen seminary students from 12 seminaries and 14 different dioceses from across the United States participated in focus group interviews to discuss their thoughts and perceptions about parish schools. Despite legal advancements recognizing the rights of individuals with disabilities, societal barriers are still arising from the medical model of disability. These obstacles have resulted in marginalizing and isolating practices, in turn leading to the underrepresentation of individuals with disabilities in the workforce and, by extension, in leadership positions.
Grounded in the frameworks of critical pedagogy and critical disability studies, this autoethnographic study examines, using my personal experiences as contextual evidence, the determining factors underlying the struggle for equity and leadership, within the hegemonic society that people with disabilities must navigate. This research examined correctional and community college administrators' perceptions of collaboration and the public value impact of a PSCE partnership through a systems thinking conceptual framework. Through interviews, observations, and document reviews, I determined how these perceptions aligned with the public value of a PSCE partnership. This was a basic qualitative study involving six participants from two public agencies. Findings from this study indicate that administrators recognized:
- Public Safety Realignment legislation contributed to the viability of a PSCE partnership in a county jail system.
- Public safety improvements in the county jail system promoted a jail environment to facilitate the success …
