This dissertation consists of a program evaluation, a change leadership plan, and a policy advocacy proposal.

The program evaluation studies the impact of initiatives implemented at an elementary school near a large city in Illinois using a case study methodology. The school was required to restructure during the 2013-2014 school year as a result of the performance mandates outlined in the No Child Left Behind Act of 2001. To compare the post-restructuring status of the school with the pre-restructuring status, student growth data for multiple grade levels and for each federal subgroup was collected. Equity And Excellence: The Story Of Lake Shore Community High School's Quest For Racial Justice In Education, Marcus Campbell

Institutional racism is integral to U.S. social structure, including the public schools. Instituting a limited high school detracking program as a strategy to deal with racial achievement disparities faced strong community resistance. Leadership and a perfect storm of social and political factors made successful implementation of a detracking initiative possible. School community leaders and staff were interviewed about their experiences of systemic change to further access for students of color to honors classes. Results suggest some leadership qualities and characteristics that facilitated the change; the external factors that contributed to the successful change for racial equity are also detailed.

Using Frequent, Unannounced, Focused, And Short Classroom Observations To Support Classroom Instruction, Lawrence T. Cook

This paper examines the need to do more frequent, short (10- to 15-minute), unannounced, and focused classroom observations to support classroom instruction. Currently, the state requires at least one to three classroom observations per teacher; the number of observations is based on tenured and rating status. Classroom observations consist of at least a 15- to 30-minute pre-observation, a 30- to 60-minute observation, and a 30- to 45-minute postobservation. The diagnostic framework of Wagner, Kegan, Lahey, Lemons, Garnier, Helsing, Howell, and Rasmussen’s (2006) systemic change plan was used. This proposed policy advocates for Chicago Public Schools (CPS) to adopt the Safe and Supportive School Environment Improvement Plan. This improvement plan would be mandated for all schools that demonstrate low ratings on the 5Essentials Survey in the area of supportive environment and do not show academic improvement. The city of Chicago has implemented several projects to reform schools. The development of safe and supportive school environments has not been one of these initiatives, although there is ample data that identify which CPS schools have environments that are not conducive to learning. My journey through the implementation of an action plan for a Bring Your Own Device (BYOD) program is presented in this research document. The action plan incorporated the addition of industrial certification standards for technology integrated into the core curriculum at a public middle school (grades 6-8) during the 2014-2015 school year. It used qualitative methods of inquiry to gain knowledge based upon the experiences of children and adults in an alternative school setting. Sunnyside Elementary School, an anonymous name, had a high number of discipline referrals. The purpose of this inquiry was to develop and follow an action plan to reduce behavior issues. Using both qualitative and quantitative methods of inquiry, I collected discipline and academic achievement data as well as survey data to analyze the impact of the Eight-Step Problem-Solving Process on the rate of discipline referrals. I offer voice to a silenced and minimally recognized group by including my story and the story of other Latina leaders. Through this ethnographic and case study approach, I explore the central question: “How does race and gender of Latinas influence their leadership style?” Being female and Latina, I seek to understand how the pressures of conforming to traditional White male leadership style impacts Latinas’ ability to lead with authenticity. This Program Evaluation Plan (PEP) investigates teacher morale in several schools and explores how it may possibly relate to school grade. There are many factors that influence teacher morale, but I believe that school grade plays a major role; and this dissertation takes a closer look as to how some teachers and administrators feel about their schools and positions. By implementing a questionnaire, and conducting interviews with teachers and administrators, I was able to discover that school grade is weighing in teacher morale.

The purpose of this study was to seek out and identify the traits, attitudes and characteristics of innovative, creative and highly effective teachers within a suburban elementary school district. Participants included five elementary teachers who were identified by their colleagues as being exceptionally innovative, creative and fostering 21^st Century Skills. The research method for this qualitative case study consisted of teacher interviews, student interviews, and multiple classroom observations by the researcher. The teachers investigated were recipients of the prestigious Presidential Award for Excellence in Math and Science Teaching (PAEMST). This investigation focuses specifically on science instruction. The method used for this investigation was individual and group interviews conducted with eight PAEMST recipients. Five themes emerged from these interviews: 1. Science is a natural motivator for learning; 2. Students need to be scientifically literate citizens; 3. This study considers the change process and the impact of race on the implementation process as a Literacy Coordinator transitioned an elementary school from Open Court to balanced literacy. A retroactive case study was used to examine the Literacy Coordinator’s actions and decisions, teachers’ perspectives, and the effects of race on the implementation. Findings suggested that the roles of the Literacy Coordinator involved duties that pull from the specific responsibilities of a reading specialist, literacy coach, reading educator, and an administrator.
