Although the Constitution did not declare English the official language of the United States, its complete linguistic dominance in such a linguistically diverse nation is unparalleled. Despite its supremacy, the last three decades have witnessed a renewed nationalistic movement that claims the role of English is threatened and that its establishment as the official language of the United States is crucial to protect the language and the unity of the nation.

So far, attempts to institutionalize English at the federal level have failed, but 28 states have adopted English as their official language and/or legislation that limits the use of …

What is the historical connection between deinstitutionalization and the Olmstead decision? The purpose of this study was to examine and analyze policy within a historical perspective the connections between institutional care, deinstitutionalization, the Olmstead decision, and the effect on persons with intellectual disabilities lived experience, in the state of Illinois.

The data collected include, the transcripts of interviews with four participants, artifacts from policy documents and historical papers accessed from the Disability Museum online journals. The creation of a table for use in coding themes as associated with 5 (out of 18) core concepts for disability policy.

States And Multicultural Education Policies: An Event History Analysis, Leander D. Kellogg

Multicultural education policies related to K-12 curriculum have been shown to benefit underperforming students. This research found that 10 states have adopted such policies between 1978 and 1994. A unified model of policy innovation and diffusion with a conceptual framework, which included three factors: motivation to innovate, obstacles to innovation, and resources to overcome such obstacles was used to explore demographic, political, and economic conditions along with neighboring states diffusion. Both internal and external determinants were found to significantly influence the adoption of multicultural education. Specifically, states with slightly less education funding were more likely to adopt a policy. Additionally, …

The U.S. Department of Justice is currently investigating the state of Wisconsin with respect to its administration of the Milwaukee Parental Choice Program (MPCP), which provides low-income students with public money to attend private schools. Faced with complaints of disability discrimination by private schools accepting voucher students, DOJ has ordered Wisconsin to oversee and police these schools to ensure compliance with Title II of the Americans with Disabilities Act, which applies to states and their agencies, and § 504 of the Rehabilitation Act, which applies to recipients of federal funding. The Relationship Between Demands And Resources And Teacher Burnout: A Fifteen-Year Meta-Analysis, Tammy Marie Stewart

This meta-analysis explored the phenomenon of teacher burnout— the biggest contributor to teacher attrition (Owens, 2013; Unterbrink, 2014; Yu, 2015). The focus of this study was to use meta-analytical procedures to explore the relationship between burnout dimensions (i.e., emotional exhaustion, depersonalization, and feelings of personal accomplishment) and specific demand and resource correlates. Demand correlates included work overload, role conflict, role ambiguity, and student misbehavior. Resource correlates included peer support, supervisory support, and decision-making. This meta-analytical research method encompassed fifteen years of published and unpublished studies from January 2000 through January 2015. A total of 116 studies met the following inclusion …

This poster presentation from the May 2015 Florida Library Association Conference, along with the Everglades Explorer discovery portal at http://ee.fiu.edu, demonstrates how traditional bibliographic and curatorial principles can be applied to: 1) selection, cross-walking and aggregation of metadata linking end-users to wide-spread digital resources from multiple silos; 2) harvesting of select PDFs, HTML and media for web archiving and access; 3) selection of CMS domains, sub-domains and folders for targeted searching using an API.

The purpose of this explanatory, embedded case study was to understand why the proposed Megan Meier Cyberbullying Prevention statute and the Tyler Clementi Higher Education Anti-Harassment statute did not passed. The data for the study was conducted through direct observations of congressional committee hearings, document analysis and open-ended interviews. The proposed Megan Meier Cyberbullying Prevention statute addresses cyberbullying by imposing criminal sanctions. The proposed Tyler Clementi Higher Education Anti-Harassment Statute seeks to provide federal grants to institutions of higher education to implement anti-harassment programs. The potential of service-learning to foster democratic thinking is often unrealized. The absence of political learning in service-learning has been a subject of particular concern. Drawing on student reflections, pre- and post-test surveys and the perspectives of two faculty members and a community organizer, this article examines the ways in which a year-long, interdisciplinary voter engagement service-learning partnership between a community-based organization and a public university promoted democratic thinking and democratic action. The project helped students understand issues of inequality situated in voting rights, race and class; strengthened relationships between the community and university; and contributed to voter participation. In 2013, the congressionally chartered national Commission on Education Equity and Excellence issued unanimous recommendations for P–12 policy changes at the federal, state, and local levels. This remarkably broad consensus, with unusual pragmatism and concreteness, is comprehensive in its scope and predominantly research based. As a clarion call and reform strategy, the commission report, For Each and Every Child, is a successor to A Nation at Risk (1983); the commission’s grand if not grandiose intention was to provide a framework for the next decade or more of nationwide policy struggle. The Impact Of Unionization On University Performance, Mark Cassell, Odeh Halaseh

This study examines faculty unions’ impact on the organizational efficiency and effectiveness of public four-year institutions of higher learning. The article theorizes the causal connections between faculty unions to higher education performance. The study also presents results of a cross-sectional time series analysis and a cross-sectional analysis of higher education performance using data from the Department of Education’s Integrated Post Secondary Data System (IPEDS) spanning more than two decades and over 430 public universities and colleges. We find support for the view that unionization improves organizational efficiency and effectiveness. At the same time the research raises important methodological and substantive …

Between 1948 and 1990, the Inter-University Case Program (ICP)—named during its early years “The Committee on Public Administration Cases” (CPAC)—published five case books and 170 individual studies of government policy-making and administration. The Program was created by educators who had spent over three years working in Washington wartime agencies. They wanted to show their post-war university students an aspect of public administration that was largely ignored by prewar textbooks: namely, the civil servant’s role in the making and carrying out of public policies. The research examined the impact of the pace requirement of the 2010 program integrity legislation at a single graduate institution to gauge its potential for fulfilling the legislation’s stated purpose of increased likelihood of student success. The study determined that there have been changes in registration behavior (particularly in course drop behavior that reduces the number of credits calculated as attempted each semester) since the case institution introduced the pace requirement in Fall 2011. The University of Wisconsin-Milwaukee Employment and Training Institute prepared a Head Start Community Needs Assessment for Centro Hispano of Milwaukee, with a detailed study of conditions impacting schools, families and children in the neighborhoods in the southside target area served by the agency and collecting information on the special needs of Latino youth populations in Milwaukee County. The data are used to improve the planning for and delivery of education and social services to children living in poverty. The economic sustainability of an area is largely dependent on the education level of its population, yet little is known about the role cultural racism may play in academic success. The purpose of this correlational study was to evaluate the theory of cultural racism, defined as, the establishment of cultural institutions by whites/Europeans to the detriment of non-white people, as it relates to academic success at the college level.
