The present budget crisis in Pennsylvania has brought many lingering tensions to bear as school districts scramble to pay their bills without any support from the state. Notably, there has been a lot of talk about holding back payments to charter schools, which naturally sparks controversy. In order to make sense of the situation - and in order to understand the passionate debate which surrounds it - it's worthwhile to know something about the history, theory, and funding of charter schools. An Analysis Of Student Achievement And Measures Of Growth Under No Child Left Behind, Alexis G. Yusim

Undergraduate Economic Review

With the passing of the No Child Left Behind Act (NCLB) has come a wave of economic analyses of education production functions attempting to explain what community and school characteristics affect achievement gaps and yearly growth in pass rates. Using standardized test data from the Illinois State Board of Education over the period of NCLB, I argue that there are ways to empirically re-define growth and student success that more effectively capture NCLB’s goals. The results in this paper show inherent differences between the three growth definitions employed and the educational experiences in the grades analyzed.

Federal and state education mandates have prompted more changes in PreK–12 education in the past several years than during any other time in American education history. The sheer volume of changes and their complexity have put school business officials to the test as never before.

Among the more challenging issues for school business officials are the budgetary implications of the Affordable Care Act, special-education regulations, new food-service mandates, and safety and environmental regulations.

Do Private Schools Improve Public School Outcomes Or Increase Stratification?, Priyadarshani Joshi

Priyadarshani Joshi

Utilizing a 4-year longitudinal dataset (2007-08 to 2010-11) of 212 public secondary schools from two districts in Nepal, I conduct panel regression analyses to determine the association between public school high stakes examination outcomes and measures of private sector competition. I find that there does not seem to be a significant positive or negative association between public school outcomes and the extent of private competition in recent years. However, there is evidence to suggest that the gap between public and private school outcomes is higher in localities with higher private sector growth, providing suggestive evidence of stratification.

[Excerpt] A widespread phenomenon in developing countries has been the rapid growth of schools and institutions of higher learning resulting in a so-called ‘education explosion’. One possible explanation for the education explosion is that education is a profitable personal investment, as evidenced by high private rates of return. The high private returns are translated into demands on politicians for additional schooling spaces. In some educational settings, the cost of textbooks approaches or even exceeds the cost of tuition. Given limited resources, it is important to better understand the impacts of free open educational resources (OER) on student outcomes. Utilizing digital resources such as OER can substantially reduce costs for students. The purpose of this study was to analyze whether the adoption of no-cost open digital textbooks significantly predicted students’ completion of courses, class achievement, and enrollment intensity during and after semesters in which OER were used. The retention of college students is an issue that affects the student, the university, and the workforce. When a student does not graduate, they often either earn less over the period of their lifetime, or are unable to find a job. The workforce is affected because this means fewer qualified applicants to fill positions. Universities are impacted in many ways, including financially. Federal legislation known as the No Child Left Behind act has required states to close achievement gaps. The purpose of this study was to investigate the relationships between special education spending by districts in the state of Tennessee and standardized achievement for students with disabilities.

Secondary data were obtained from the Tennessee Department of Education’s website (www.tn.gov/education). The purpose of this study was to explore the factors that affect retention of adult basic education teachers in Kentucky. This qualitative study utilized data from interviews conducted with former or retired adult basic education teachers in Kentucky. Vrooms expectancy theory was examined as the theoretical framework to review the outcomes and their relationship to this theory.
