Peer Helping is widely implemented in Colleges and Universities in the United States and Canada. Despite the popularity of these programs, very little has been researched on peer helping in the Asian context. This paper traces the theoretical foundations of peer helping and the nascent development of a peer helping program in the Singapore Management University and how this program has developed since the beginning of 2004. The initial focus of the program was based on the model of paraprofessional student counselors assisting their fellow peers through difficult moments in their lives. There have been many systematic approaches to solving the problem of how to make science courses interesting to students. One that is currently receiving attention in the sciences is the use of civic engagement within the classroom. This approach works well in small enrollment courses, but it is logistically difficult to implement in large enrollment courses. Large enrollment classes lend themselves more naturally to other civic engagement approaches, such as special topics courses with individual or group research projects. This study analyzed the degree of transformational leadership exhibited by 1862 and 1890 cooperative extension administrators in states with both extension systems as a predictor for the attainment of state match in federal fiscal year 2004. An additional focus of this study was to analyze institution type, sex, age, and years of experience as predictors for the attainment of state match in federal fiscal year 2004. The population of the study consisted of 1862 and 1890 cooperative extension program administrators in states containing both 1862 and 1890 institutions, N=110. The purposes of this study were to determine if (a) there is a relationship between job satisfaction, organizational culture, and perceived leadership characteristics at a dual-residential private university based on location, gender, level of education, and length of employment and, (b) to measure those relationships if they were present. By and large, the focus of this attention has been on the capacity of the state to support the needs and aspirations of the traditional publicly funded research-intensive university.
