This consultancy project was designed to assist Anson County, North Carolina with understanding the impacts of enacting countywide zoning and how to develop a zoning ordinance. While a vast majority of cities and counties in North Carolina have zoning throughout their jurisdiction, Anson County does not. This project revealed the economic impacts of countywide zoning by assessing both qualitative and quantitative data, including a review of the literature. The literature review concluded counties that enact zoning increase economic or job opportunities. As evidence, a Georgia study concluded the average employment for counties with a zoning ordinance was more than double …

The current state of many rural communities demands new, more relevant economic development strategies. Traditional models of rural economic development often rely on farming, natural resource extraction, and industrial type jobs that rely on lower cost labor usually focused on manufacturing of product or food. Farm jobs declined decades ago. Offshoring, and more recently automation is rapidly reducing the number of jobs available in rural areas. Since the financial crisis of 2008 and the subsequent recession, some urban and metro areas have experienced economic recovery, but not all geographic areas are recovering at the same pace. Federal, state, and local programs developed to help rural communities with their economic development efforts have failed to make much of a difference. In 2015, as a potential solution, Colorado spearheaded an initiative to incentivize economic development in rural communities. For practitioners and policy makers across the nation, STEM education has a vague definition. This study looks at how all 50 states define STEM education in policy, using four models: (a) Disciplinary STEM (Science, Technology, Engineering, Mathematics); (b) Integrated STEM focusing on combining two or more disciplines to produce critical thinking, real world application, and creative problem solving; (c) the Disciplinary and Integrated STEM model that acknowledges both to summarize programs at the state policy level; (d) the model with no definition of STEM education. Communities relay expectations of behavior that influence residents' decision making processes. The study's purpose was to define and identify Social, cultural, and human capital variables relevant to understanding community expectations of postsecondary attainment. The purpose of this study was to analyze existing wage data to quantify the employment success of community and technical college graduates by program as an indicator of economic development in West Virginia. Data for the variables were obtained from archival databases and a cooperative agreement between state agencies. Descriptive statistics were utilized to examine employment rates, range of earnings, and employment in-industry of community and technical college graduates from 23 programs from 1997 to 2002. Graduates in the health fields demonstrated both the highest and lowest ratios of employment, with the mean employment rate for all programs of 68.12 …

This study is an original application of resource dependence theory to research administration at public universities. It examines the extent to which and under what conditions economic development orientations can be predicted by resource dependence theory. Data analyses concentrate on the combined effects of administrative structure and variations in federal financial support on the economic development orientations of public doctorate-granting universities nationwide.

Data were collected from three sources: (a) published data on the research dollar volume of public universities; (b) higher education personnel directories containing information about research offices; and (c) a mailed survey instrument containing four orientations in economic …
