Graduating high school is a critical juncture for students to achieve. High School dropouts are more likely to have fewer job opportunities than high school graduates, increasing risk for poor health and incarceration. Despite various instructional efforts, the second grade students in a mid-sized Southwestern school district failed to progress in reading. Although differentiated instruction has been shown to improve literacy skills for young readers, many teachers at the study site did not differentiate instruction for all students. Pastors are often called upon to counsel people troubled by what may be a diagnosable and treatable condition. Current research suggests that pastoral counselors (PC) are reluctant to provide a referral to a mental health professional (MHP) citing that only 10% of help seekers are referred, leaving millions of Americans to suffer with undiagnosed and untreated mental illness. This project study examined the effectiveness of a 2-year parent engagement program implemented to address poor reading achievement of Latino elementary school students in a small urban district.
