Teacher evaluation practices have been a common topic of discussion at the federal, state, and local levels in recent years. The literature asserts that teacher evaluation has a dual purpose: (1) to improve teacher instructional practice, and (2) to inform personnel decisions (retention and dismissal) (Donaldson & Papay, 2014; Gabriel, 2015; Garrett & Steinberg, 2015; Marzano & Toth, 2013). While districts are certainly utilizing evaluation instruments for the purpose of making personnel decisions, there is little research to support the claim that teacher growth is occurring as a direct result of teacher evaluation practices.
