Seton Hall University Dissertations and Theses (ETDs)
Since the publication of A Nation at Risk in 1983, the school reform movement has offered many contrasting ideas and initiatives to make our nation’s schools more effective and globally competitive. Today’s educational leaders are faced with an array of complex demands as they are challenged at the state and federal level to improve teacher practices and learning outcomes within their schools. One of those demands for New Jersey administrators was to implement a teacher evaluation program that improves teaching and learning during the 2013-2014 school year. Roman Catholic Church leaders have always endorsed the teaching of values in its schools and this position was sanctioned at its Second Vatican Council (Vatican Council II, 1962-65). One aspect of the Council emphasized the importance of Catholic education as an essential vehicle for proclaiming the Good News of Jesus Christ. Catholic schools founded and sponsored by religious communities were challenged to reappropriate their founders’ charisms in their educational ministries. The Order of St. Augustine is an example …

Use of high stakes assessment for special needs students is a key element in the current educational reform movement. State assessment systems use these tests to determine and report school accountability scores, distribute school funding, and assess school rewards and sanctions.
