Community college leaders face unprecedented change, and some have begun reexamining their institutional strategic planning processes. Yet, studies in higher education strategic planning spend little time examining how community colleges formulate their strategic plans. This mixed-method qualitative study used an expert sampling method to identify three AQIP-accredited community colleges in one Midwestern state that were viewed as leaders in strategic planning. There are large gaps in research regarding the academic struggles of Southeast Asian American students because most data concerning Asian Americans is aggregate, consolidating all experiences rather than considering each sub-group independently. This qualitative case study explored the process that the Illinois Community College Board (ICCB) undertook to evaluate their statewide Program Review system and the modifications that were implemented based upon that evaluation. Data was collected through interviews with members of the Task Force that undertook the review and recommended the changes to the system. This quantitative survey research gathered perceptions of Chief Development Officers (CDO’s) at public community colleges across the U.S., with 129 respondents.

Of the items rated most highly, CDO’s perceived that their presidents effectively communicates their institution’s mission to internal and external constituents; their college has made unique contributions to their community; their college fund raising program has effectively defined a niche in their service area; their investment/stewardship program has advisors successfully guiding investment; they have successful oversight over investments; and they have a successful process for selecting their investment advisors.

The purpose of this research was to identify the components of first-year first semester college success courses specifically designed to foster student success in single campus Illinois community colleges. The study provides a historical background of community colleges as it develops a context for the need for college success courses. A qualitative case study approach was used. The research conceptual framework encompassed Alexander Astin’s Theory of Student Involvement (IEO), Stufflebeam’s Theory of Course and Program Evaluation (CIPP), and The Center for Community College Student Engagement (CCCSE) seven key principles for student success to analyze the findings.
