This study involved an evaluation of teacher experiences within their districts, schools, and unions across the United States. The primary research question was: How are teachers currently experiencing the relationship between their unions, districts, and administrators and what opportunities exist to improve cooperation and shared ownership between those groups? The four-by-four (4x4) schedule—a type of high school block schedule—presents promising prospects for improving teaching and learning. Using a qualitative, single case study methodology, I investigated a school transitioning from a traditional six-period schedule to a 4x4 schedule during its 2nd and 3rd year of implementation. The study aimed to understand the factors that influenced the transition, the stakeholders’ responses to the decision, and the factors that influenced their responses. Purpose: The purpose of this qualitative phenomenological study was to explore the barriers exemplary principals have overcome to increase parent involvement at their school sites. This study explored how principals develop strategies to overcome barriers impeding parent involvement. Using those strategies, principals enhance parent involvement at their school sites.

Methodology: A phenomenological qualitative study was conducted, consisting of interviews to collect data from elementary school principals who have successful parent involvement at their school sites. This mixed method sequential explanatory study provided analysis of North Carolina (NC) school leaders’ dispositions in eliminating opportunity gaps, outlined in NC’s strategic plan. The study’s quantitative phase used descriptive and correlation analysis of eight Likert subscales around four tenets of transformative leadership (Shields, 2011) and aspects of critical race theory (Bell, 1992; Ladson-Billings, 1998; Ladson-Billings & Tate, 2006) to understand systemic inequities and leadership attitudes.

Student attendance has been a national concern since the start of compulsory education in America; however, since the COVID-19 pandemic, attendance plummeted to never- before-seen attendance rates. Nationally, by the end of the 2021-2022 school year, nearly one in three students were absent 10% or more of the school year (Attendance Works, 2023).
