The Unintended Consequences Of International Student Shortage: Evidence From A Policy Reform In South Korea, Syngjoo Choi, Chung-Yoon Choi, Kim, Jongkwan Lee

We study the role of international students in the higher education sector and the local economy by exploiting a policy reform in South Korea that significantly restricted the admission of foreign students to local universities. By comparing the pre- and post-reform differences between universities with different pre-reform shares of international student enrollment, we find limiting the inflow of international students significantly worsened the financial outcomes of local universities. We also document that a reduction in the number of international students in local areas resulted in decreases in native employment, mainly in sectors such as agriculture and business support services, suggesting …

Despite the surge in global demand over the last few decades, the supply and design of public policy education has been notably concentrated within western and developed country contexts. In this Cities viewpoint forum, we argue that there is a need to rethink U.S./U.K.-centric approaches to the urban university in policy and practice. Gathering three critical commentaries by practitioners from within the Singaporean higher education system, the forum responds to the challenges of: (1) broadened expectation placed on higher education institutions; (2) the pressures and possibilities of global urbanization; and (3) the provocation to theorize the urban, and thus the urban university, from beyond the 'Global North'. This article examines whether focusing primarily on public schooling can lead to more rapid achievement of universal basic education (UBE) than relying on a mixture of public and private schooling. Through a structured, focused comparison, we find China's greater emphasis on public schooling has contributed to higher enrollment, attendance, graduation rates, gender parity, and proportion of students entering higher education than India, the country with the world's largest private sector in primary and secondary education. This comparison suggests that greater emphasis on public schooling in developing countries may lead to more rapid UBE attainment than encouraging privatization.

The education system has been a quintessential state apparatus of nation-building since the emergence of the modern nation-state; however, recent comparative studies demonstrate the growing presence of cosmopolitanism in education policies and school curricula around the world. This trend indicates that the education system now operates according to two different institutional logics, nationalism and cosmopolitanism. To understand how the education system negotiates the potential contradiction between nationalism and cosmopolitanism, in this paper, I analyze the case of postwar Japanese education. This paper presents a theory on the endogenous choice of a country's education policy and the two-way causal relationship between trade and education systems. The setting of a country's education system determines its talent distribution and comparative advantage in trade; the possibility of trade by raising the returns to the sector of comparative advantage in turn induces countries to further diferentiate their education systems and reinforces the initial pattern of comparative advantage. Specifically, the Nash equilibrium choice of education systems by two countries interacting strategically are necessarily more divergent than their autarky choices, although the difference is still less than …

The Institute of Service Excellence at Singapore Management University rolled out the Customer Satisfaction Index of Singapore for companies in 8 key economic sectors in 2007. 2010 marks the introduction of a quarterly measure-and-release system. Each quarter, end-users of companies from two economic sectors are surveyed. The results are estimated and analysed for release in the same quarter. The national score will be released in the first quarter of the following year. Sectors measured in the second quarter of 2010 are Transportation & Logistics and Education. Faced with growing resource constraints, many countries are grappling with the issue of how best to allocate resources to publicly funded universities. Quite a few governments have used manpower planning models to guide policies regarding university enrollments and resource allocation. These models typically derive educational enrollments from projected manpower requirements based on forecasts of economic growth. Recent public debate on university admissions policy in Singapore raises anew the question of the effectiveness of the manpower planning model that Singapore (and many other countries) relies on to guide university intakes.
