This chapter provides practical advice and reasons for school leaders to support students' intellectual freedom through their support of school libraries and school librarians. The chapter begins with a short but critical literature review that includes case law on the topic of censorship in schools. The concerns of teachers and librarians from a recent study are summarized and help build the foundation for practical and ready to use advice for any school leaders to uphold the intellectual freedom of all students.

Administrators' Capacity For Supporting Reform-Oriented Science Instruction: An Urban School District Case Study, Venicia Ferrell, Joanna K. Garner

Secondary school administrators play a vital role as instructional leaders, but little is known about their knowledge of science practices and perceptions of strategies for supporting reform-oriented science instruction. This multiphase, mixed-methods Q-Methodology study explored administrators' perceptions of instructional leadership and, in particular, high-quality science instruction. After a concourse of 40 items was developed through a review of literature and an expert panel, n = 22 administrators from one urban school district completed a Q-sort and a post-sort questionnaire in which they commented on a lesson excerpt. Reform creation and implementation tends to focus on the mechanics needed to ensure intended outcomes are achieved. School relationships are affected by the tension caused by reform implementation. Research suggests trust among teachers and between teachers and their administrator affects the way teachers make sense of, implement, and use new reform efforts. Given the demands reforms place on schools, trust has the potential to impact and encourage the implementation of reform and the maintenance of relationships. Politics and policy are about collective decisions, which rely on the arrangement of a group of people. Reading First was a federal initiative aimed at improving reading instruction and implementing programs and strategies grounded in scientifically-based reading research. The legislation was predicated on research findings that high-quality reading instruction and intervention in the primary grades significantly reduces the numbers of students who experience difficulties in later grades. This study examined the Reading First program at an elementary school in southeastern Virginia from 2006-2008. Specifically, the researcher investigated the impact of the independent variable, the tier three model of intervention on K-2 student reading achievement.
