The Relationship Between Virginia Title 1 Spending And Minority Male Graduation Rates: A Longitudinal Study, Anastacio B. Marin

Over the past two decades, education funding in the United States has been redistributed to schools that lack sufficient financial resources to meet the needs of students (Boyle & Lee, 2015). The No Child Left Behind (NCLB) Act of 2001, the reauthorized Elementary and Secondary Education Act (ESEA), was enacted to increase academic accountability and achievement throughout the nation’s public-school systems. Nationwide, there is a persistent achievement gap between historically marginalized students and their affluent peers. This gap is evident in the Commonwealth of Virginia when measuring student proficiency on End of Course Assessments (EOCAs). For schools serving a large population of students from impoverished families, Title 1 funding is available to local education agencies (LEAs) to help students meet state academic standards. State’s per-pupil instructional expenditures vary widely between affluent and less affluent school divisions. The educational researchers demonstrated a connection between funding and the graduation rates of minority male students (Lhamon et al., 2018; Pan et al., 2003).

There is limited research assessing the impact Title 1 funding has had on high school graduation rates in Virginia from 2008-2019. Prior educational finance studies have measured the relationship between state fiscal effort and high school graduation rates. Ethical Standards for Human Services Professionals and Generic Human Services Professional Competencies adopted by the National Organization for Human Services do not include language or competencies specific to lesbian, gay, bisexual and transgender (LGBT) communities. Sexual Violence Victimization, Mental Health, And University-Based Health Service Use Among College Females, Julie E. Stoner

Females between the ages of 18 and 24 consistently experience higher rates of sexual violence compared to females in any other age group (Sinozich & Langton, 2014). Approximately one in five college women experience sexual violence victimization (SVV; Krebs, Lindquist, Berzofsky, Shook-Sa & Peterson, 2016) during the academic year. Among undergraduate female students, 23.1% are victims of sexual violence due to physical force, violence or incapacitation (Cantor et al., 2015). Sexual victimization has been associated with several short- and long-term psychological health consequences, accounting for enhanced symptoms of depression, anxiety, PTSD, and suicide risk (Basile, Smith, Breiding, Black & Mahendra, 2014). Compared with the general population, college women are consistently less likely to disclose an experience of sexual assault (Fisher, Cullen & Turner, 2000). Despite the high rates of sexual violence against college females, only 11% of rapes are reported to college authorities, making sexual victimization the most underreported violent crime among this population (Kilpatrick, Resnick, Ruggiero, Conoscenti & McCauley, 2007). College students are 13% less likely to report an incident of sexual assault to police versus nonstudents in the same age group (Sinozich & Langton, 2014) and one-third of female students never tell anyone about the victimization (Fisher et al., 2000)

The overarching purpose of this dissertation was to examine sexual violence victimization, mental health and health service utilization among college females using an emotion science framework. The first purpose of this dissertation was to perform a systematic review to examine the frequency of sexual victimization and the moderating characteristics of utilization of college-based health resources (Stoner & Cramer, 2017; Article I). The second purpose was to test a coping-mental health framework for the prevention of suicide among sexual minority and heterosexual victims of assault sexual assault victims (Article II). The five-year college completion rate for students of color can be 15-20% lower than it is for White students (Fink, Jenkins, & Yanaglura, 2017). Dual enrollment courses have been researched as a predictor of college completion (Taylor, 2015), but fewer racial minority students enroll in dual enrollment courses; this enrollment disparity affects their college preparedness skills and may lead to lower college persistence and graduation rates (Evenbeck & Johnson, 2012). Despite the benefits dual enrollment courses could provide to racial minority students, few studies have examined the differences in college completion outcomes between racial minority and majority dual enrollment students (An, 2013; Pretlow & Wathington, 2014).

Participants in the current study included 292 dual enrollment students who attended one of five Virginia community colleges and completed an associate’s degree or certificate. This article responds to that call by providing insight into how mobile learning initiatives have been used to support that aim. A critical analysis is conducted of studies in the past decade to review what strategies have been effective in empowering women. The Transgender Ally Identity Scale for Counselors (TAISC) is a 35-item scale measuring counselors’ ally identity for working with transgender individuals. The purpose of the current study was to develop and initially validate the TAISC. This two-phase, exploratory sequential mixed methods study explored the intersection of lesbian, gay, bisexual, queer, and questioning (LGBQQ) sexual orientation and spiritual development for college students. This case study explored the gendered performances of five female backline classified staff members who work in non-traditional fields within a community college. More specifically, this study defined gendered behaviors at a community college, and explored how these behaviors have affected the identities of women working in non-traditional fields at the community college. During the 1970s college campuses in the United States were often the venue through which change occurred. Female faculty and students were assertive in their efforts to influence equality between men and women across the country (Morris, 1984). This historical phenomenological study examined the oral history of several women who advocated for women's rights at Old Dominion University (ODU) by establishing the Women's Caucus, Women's Studies Program, and Women's Center during the late 1970s through the 1990s.
