This qualitative case study examined how California Community College Presidents (CCCPs) make meaning of leading a Hispanic Serving Institution (HSI) to evaluate how CCCPs respond to Latinx student success gaps and support initiatives at their campuses. Minority Serving Institutions (MSIs) have been more visible within community college literature, but what remains unclear is specifically how leaders at HSIs enact their leadership and direct their efforts to serve Latinx students. The purpose of this study is to apply Yosso’s community cultural wealth framework to understand the role of cultural social capital on the successful attainment of the higher education goals of Latino male students at the Community College while identifying the best methods to increase engagement including creating a sense of belonging. The researcher conducted 24 semi-structured face to face interviews with 20 Latino male students enrolled full or part time, three tenured faculty members and one staff member at a single community college in southern California. America’S College Promise: An Economic Evaluation Of President Obama’S Free Community College Plan, Yue Guan

In his 2015 State of the Union Address, President Obama announced “America’s College Promise,” a plan to make community college free for all American families making less than $200,000. In this thesis, I provide an analysis of the plan and provide an evaluation of its potential impact on the education attainment gap in the United States. I also evaluate the plan’s various components and assess its potential impact on community college student enrollment, completion, and transfer to four-year universities. Lastly, I offer recommendations for improvement.
