Do School District Bond Guarantee Programs Matter?, Michael Cirrotti

Economics Student Scholarship

The State of Washington enacted a school district bond credit enhancement program in 1999. Oregon did the same in 1998. I use data from the National Center for Education Statistics for a representative sample of states in order to examine whether or not these programs increased the likelihood that school districts in Washington and Oregon issued bonds. I isolate the programs’ impact in Washington and Oregon through difference-in-differences analysis to control for other variation in the data in ten other representative states during the same time period. The rise of large developing countries has led to considerable discussions of re-balancing global relations and giving greater priority to understanding South-South relations. This paper, in exploring the central ideas of Chinese and Brazilian foreign policy and the behavior of these two rising Southern countries toward Sub-Saharan Africa, argues that the English School of International Relations is well suited to understanding the intentions and actions that characterize South-South relations.

The report documents the economic value of the Rosen College of Hospitality Management (RCHM) to the Metro Orlando area. The purpose of estimating the economic value of the program is to calculate the increased economic activities in the Metro Orlando area as generated by college degree attainment through the RCHM. The report is the result of an assignment commissioned by the Dean of the RCHM. The report assessed the economic impact of the alumni of the College during the period from 2000 to 2012. The Hidden Stem Economy: The Surprising Diversity Of Jobs Requiring Science, Technology, Engineering, And Math Knowledge, Jonathan Rothwell

Policy and businesses leaders have argued that there is a shortage of highly educated workers in professional occupations related to science, technology, engineering, and math (STEM). Critics have countered that Ph.D scientists often face a difficult academic labor market and do not necessarily earn higher wages than other professionals. Yet, both sides of the STEM debate have been relying on an ill-defined definition of STEM work. Using a detailed survey of worker knowledge requirements, this research project redefines STEM jobs based on the level of knowledge required in STEM fields to perform occupations. This summer, the Institute for Compensation Studies at Cornell's ILR School hosted its first Emerging Scholars Conference, which the author affectionately calls Comp Camp. Their conference, funded in part by WorldatWork, hosted a dozen junior scholars, three PhD students, a few senior scholars and some leaders from the practical world (including some from WorldatWork). They convened experts from fields like sociology, psychology, economics, industrial relations and business on the Cornell campus in Ithaca, NY, for robust discussions of several as-yet-unpublished research studies. Local Responses To Federal Grants: Evidence From The Introduction Of Title I In The South, Elizabeth U. Cascio, Nora Gordon, Sarah Reber

We analyze the effects of the introduction of Title I of the 1965 Elementary and Secondary Education Act, a large federal grants program designed to increase poor students' educational services and achievement. We focus on the South, the poorest region of the country. Title I increased school spending by $0.50 on the dollar in the average southern school district and by more in districts with less ability to offset grants through local tax reductions. Title I-induced increases in school budgets appear to have reduced high school dropout rates of whites, but not blacks.

The Poverty Gap In School Spending Following The Introduction Of Title I, Elizabeth U. Cascio, Sarah Reber

Title I of the 1965 Elementary and Secondary Education Act explicitly directed more federal aid for K-12 education to poorer areas for the first time in US history, with a goal of promoting regional convergence in school spending. Using newly collected data, we find some evidence that Title I narrowed the gap in per-pupil school spending between richer and poorer states in the short- to medium-run. However, the program was small relative to then-existing poverty gaps in school spending; even in the absence of crowd-out by local or state governments, the program could have reduced the gap by only 15 …

We consider the local linear GMM estimation of functional coe cient models with a mix of discrete and continuous data and in the presence of endogenous regressors. We establish the asymptotic normality of the estimator and derive the optimal instrumental variable that minimizes the asymptotic variance-covariance matrix among the class of all local linear GMM estimators. Data-dependent bandwidth sequences are also allowed for. Teacher Qualifications And Student Achievement: A Panel Data Of Analysis, Trevor Collier

Recent academic research suggests that teacher quality plays an important role in student achievement: however, empirical research on the efficacy of policies requiring teachers to obtain certain degrees is inconclusive, particularly in elementary education. This paper models a panel data production function with fixed effects using the Early Childhood Longitudinal Study (ECLS-K) to asses the relationship between different undergraduate and graduate majors and elementary student test scores. Specifcally, we aim to discern if there is a difference in teacher efficacy within the different education related majors (e.g. early childhood education and elementary education) and between education and non-education related majors.
