This report reviews literature and data relating to the economics of vocational education and training (VET) in Australia. It considers: the macro changes in employment in Australia and how they might relate to VET; changes in the economy at a more micro level and in particular the effect of modifications to work organisation and structural change on skill requirements; the effect of economic change on equity and the implications for VET; efficiency of VET, its costs and outcomes; the financing of VET and its relationship to the development or a training market.

This paper reviews the evidence on the existence of scale economies in Australian secondary schools. The paper has three main sections: a description of the sizes of Australian secondary schools; an outline of the conceptual basis for estimations of scale economies; and a review of the empirical studies that have been conducted in Australia and overseas.

Do large secondary schools provide more comprehensive curricula in Years 11 and 12 than small schools? Is there an enrolment point beyond which the curriculum advantages of size are no longer evident? This paper examines these questions by drawing on preliminary results from a study of curriculum provision and resource use that is being conducted in conjunction with the University of New England. The study, which was funded by the Australian Research Council (ARC), uses data on the operations of four Australian government school systems in 1990. This review of educational research in Australia was stimulated by the Australian Research Council which convened a meeting of representatives of major stakeholders in educational research in December 1990. That meeting established terms of reference for the Review, appointed a review panel to take responsibility for the detailed work and continued itself as a reference group. More than 120 written submissions were received in response to circulation of the Terms of Reference. This study was intended to help answer the questions: How is secondary schooling viewed by the increasing numbers of young people who complete Year 12 but who do not enter higher education? and, Is senior secondary schooling relevant to those who move straight from Year 12 to employment, or to study in TAFE colleges? The study documents the post-school experiences of recent Year 12 school leavers who have not enrolled in higher education, and analyses their views on the labour market relevance of secondary schooling. A means by which a nexus can be drawn between a secondary school's educational operations and its resource allocation is suggested. Resources associated with the school's teaching and its learning activities are “mapped”, then compared, on a grid of the school's curriculum arrangements. If it is a non-government (private) school, the analysis is made by comparing average with “breakeven” class sizes; if it is a government (public) school, the analysis compares the patterns of teaching class periods with pupil periods. Proponents of increases in average school size commonly employ two main arguments: bigger schools are less expensive to operate than small schools, and they are better able to meet students' educational needs through the provision of more extensive curricula. This paper examines these arguments in the case of Victorian government secondary schools, using data relating to the 1984 school year. It presents results which suggest that while size brings considerable advantages, plateau effects begin to appear at relatively low enrolment levels.
