Investing in human capital development increases education levels, workplace skills, and boost individual abilities. Undergraduate students who attend class and perform well are more likely to get jobs, due to their development of workplace skills. State governments, as the funding bodies for public universities, are finding it beneficial to increase the number of college graduates because a citizenry that is prepared for the job market is ultimately good for the state.
