This Organizational Improvement Plan (OIP) addresses the problem of practice (PoP) of how leaders in the International School of Central Eastern Europe (a pseudonym) elementary school might foster and sustain a cognitively diverse and inclusive learning culture that promotes innovative and agile thinking. The plan is theory-based, research-informed, and looks to transfer learning into practice. It is built on a foundation of social constructivism and pragmatic-idealism and is firmly grounded in constructivist, ethical, and distributed leadership. In this era of expectation that school principals will lead continuous improvement initiatives in their schools, this study investigates if principals receive instruction in continuous improvement concepts, methods, and tools through their formal principal certification program. This research evaluates the evolution of school principal preparation programs in Kentucky over the period from 1994 to 2014, a time of great change in academic expectations and accountability in American public schools. Widespread educational research supports the implementation of collaborative teacher planning time or Professional Learning Communities (PLCs) as a means to increase student achievement. However, corresponding gains in student achievement are not always evident in schools where PLCs are implemented. The purpose of this study was to examine the relationship between student achievement and the amounts and types of teacher planning. The population for this study consisted of 174 West Virginia public schools housing 8th grade students. Individual and collaborative planning time were analyzed in comparison to reading achievement. Despite multiple efforts to reform 21st education to better meet the needs of all students, school improvement successes have been sporadic and debatable. Research suggests that significant improvement lies within the purview of teachers and principals, and this current research provided the underpinnings for the study. Based on neuroscience research and the continuous improvement concept, I examined linkages between principals' social intelligence and teachers' continuous improvement.
