Student participation and performance in science, technology, engineering, and math (STEM) have been an education concern in the United States for years. In 2013, Texas lawmakers passed House Bill 5 (HB5) to support increases in STEM awareness, particularly among ethnic minority and female students. To date, no studies have been conducted on the impact, if any, of HB5 on Texas high school students’ course selections in STEM areas. Students in Urban District 1 were not meeting grade level learning outcomes in mathematics on state- and district-administered benchmark assessments. The purpose of this study was to determine if including a specific educational video game (EVG), Prodigy, in mathematics instruction with third-grade students would influence students’ math achievement as measured by the districts quarterly Star Math benchmark assessments. The research question looked at the difference in students’ benchmark assessment scores for mathematics between third-grade users and non-users of the video game learning software Prodigy during the 2017–2018 school year. Despite these changes made to mathematic curriculum and instruction, student data continued to indicate an increasing number of students in Grades 3–6 had not met the mathematics proficiency standard. As military dependent students relocate, they enroll in multiple schools throughout their K-12 experience. Frequent mobility can create gaps in achievement. The challenge in the local setting is meeting the needs of military dependent students scoring below grade level standards in math. The purpose of the formative evaluation was to determine the effectiveness of the Personalized Education Plan (PEP) program and propose refinements. The conceptual framework included goal setting, motivation, engagement, and self-regulation. The concurrent multi-methods study included a central research question on whether a PEP increased student math scores.
