Funding Of Higher Education In Tennessee: A Qualitative Study Of The Perceptions Of State Legislators And Higher Education Leaders, David D. Collins

The purpose of this study was to identify issues that are considered important to the legislators and higher education leaders of Tennessee in making decisions that affect the funding of higher education. A further purpose was to identify actions that such individuals believe should be taken by higher education leaders to ensure that higher education is accountable and worthy of continued or increased financial support. Using a qualitative research design, interviews were held with 10 legislators and 6 higher education leaders selected in accordance with the concept of purposeful sampling. The Contribution Of Financial Aid To The Price Of Four-Year Institution Attended By 1989/90 Freshmen, Laura W. Perna

By examining the effects of financial aid upon students' choice of what type of institution of higher education to attend, this study addressed the effectiveness of current student financial aid programs in achieving the goal of equal educational opportunity. The study evaluated a sample of 1,916 students in the first follow-up (1992) of the Beginning Postsecondary Student Survey of 1989-90 entering freshmen, a subsample of the National Postsecondary Student Aid Study. This issue of CPRE Policy Briefs Identifies five challenges that confront educators and policymakers as they develop higher standards and other policies and structures to support improved student and teacher learning. It also describes strategies used by a few states and localities to address some of these challenges.

The brief draws on findings of a three-year study of standards-based reform conducted by CPRE researchers in California, Michigan and Vermont. This historical-descriptive study examined Southern Appalachian settlement schools as early initiators of integrated health and social services with education from the 1900s through the 1970s. Three schools were studied: Hindman Settlement School (KY), Pine Mountain Settlement School (KY) and Crossnore School, Inc. (NC). We are currently witnessing a radical change in the health care system in the United States as a result of the managed care juggernaut. Driven by the imperative to stem increasing health care costs, managed care seeks to save money by “managing” health care utilization and narrowing the choices available to health care consumers. Although both cost-saving strategies are effective, they also present a potential threat to quality of care. Latino Students' Academic Literacy In Science Education: Contextualizing Policies, Raimundo Mora

New England Journal of Public Policy

This article reviews various interpretations of academic literacy that are being applied to science education, their limitations in terms of Latino students, and the case study experiences of three Latino students majoring in science. The author examines the ways in which factors he has identified in his experiences and research as crucial can be integrated to improve academic literacy programs. He recommends to planners of science programs methods to effect advancement in Latinos' academic performance.

Transboundary environmental problems do not distinguish between political boundaries. Global warming is expected to cause thermal expansion of water and melt glaciers. Both are predicted to lead to a rise in sea level. We must enlarge our paradigms to encompass a global reality and reliance upon global participation.

Comprehensive Services For Students With Serious Emotional Disturbance: An Analysis Of State Legislation And Policy, Elizabeth B. Hill

The purpose of this study was to examine state legislation and policy related to comprehensive, integrated services for students with serious emotional disturbance. Legislation and policy documents from nine states, Virginia (the pilot study), Indiana, Maryland, New Jersey, North Dakota, Oklahoma, Utah, Vermont, and Wisconsin, were examined. These documents were compared to a set of components extracted from the literature as recommended practice. The document analysis was confirmed through telephone interviews with state-level policymakers in each state's department of education, department of mental health, and/or department of children's services. Addressing Equity In Alberta, John R. Fisher, Moshe Elhav

This paper provides a historical review of equity in funding education in Alberta. It describes government attempts to address fiscal inequities and shows how the introduction of full funding in 1994 addressed many of the equity problems in Alberta. Horizontal equity has improved. However, the province needs to consider ways to improve vertical equity--the need for different amounts of funding to meet different needs--and other inequities affecting student achievement and access to knowledge.
