A general methodological approach for determining the selection of military training simulations with respect to military training requirements has not been developed. This thesis undertakes a literature review, which indicated that there was a need for a multi-criteria decision making model to assist acquisition and/or training planners in making training selection decisions. The Analytical Hierarchy Process (AHP) Model was selected from a multi-criteria decision-making model candidate list for evaluation of its efficacy in selecting military training simulations based upon the military training requirements. The purpose of this study was to identify potential barriers to the effective employment of command and control (C2) systems to enhance warfighter readiness. Five research hypotheses guided this study, which addressed the perception of the effective employment of Marine Corps C2 systems based on demographic characteristics, which included: organization, occupational field, experience, rank, and recent deployment experience.

In recent decades, the United States has been criticized for failing to produce citizens who can compete in a global society. Legislation, such as the No Child Left Behind (NCLB) Act of 2001, has been implemented with the intention of improving the U.S. education system. Under the guidelines of NCLB, states are tasked with meeting Annual Yearly Progress (AYP) objectives in order to receive federal monies. In addition to testing requirements, one AYP indicator used to measure academic proficiency for high school students is graduation rates.
