Tujuan penelitian adalah untuk mengetahui problematika yang dialami guru dan upaya yang dapat dilakukan untuk mengatasi hambatan dalam penerapan pendekatan saintifik pada pembelajaran PPKn. Penelitian ini merupakan penelitian deskriptif kualitatif. Data dikumpulkan melalui wawancara, observasi, dan dokumentasi. Keabsahan data dalam penelitian ini ditetapkan melalui teknik triangulasi. Hasil penelitian menunjukkan bahwa problematika guru dalam penerapan pendekatan saintifik, antara lain: (1) keterbatasan kompetensi guru; (2) ketimpangan sarana dan prasarana; (3) keterbatasan waktu dan biaya; (4) minimnya kreativitas dan inovasi; (5) kurangnya antusiasme, motivasi, dan rasa ingin tahu peserta didik; (6) rendahnya kemampuan berpikir kritis, menyelesaikan masalah, dan mengambil keputusan; (7) kurangnya kemampuan …

Higher education around the world is undergoing significant change. Globalisation and competition from new modes of provision have sparked a strong debate about how to maintain the efficiency and effectiveness of higher education. These developments challenge the “traditional” model of university education and its future. How does the management of European universities adapt to these innovations? A perceived decline in effective faculty participation in campus leadership and governance is well documented, both in the literature and via anecdote. Characteristics common within the culture of higher education make nurturing campus “citizenship” among junior faculty challenging. This essay describes findings from an interview based study of junior faculty in which understanding of professional responsibilities beyond teaching and research was explored. The study documented the deep sense of unpreparedness with which new faculty approach key issues in higher education, including those associated with governance and leadership. The recently published National Standards and Benchmarks for Effective Catholic Elementary and Secondary Schools (NSBECS) (Ozar & Weitzel-O’Neill, 2012) provides Catholic school educators and stakeholders with research-based criteria for operating a mission-driven, program-effective, well-managed, responsibly governed Catholic school. The standards serve as the framework within which discussion of Catholic school governance and leadership must now take place.

The closure of nearly half of Catholic elementary schools in the United States since the 1960s has led to the development of many innovative initiatives to stabilize, strengthen, and sustain urban Catholic elementary education. Improving school governance models has been a common agenda of these efforts. This study examined the governance models in use by urban Catholic elementary schools across the United States. Seven major governance models for urban Catholic elementary schools were identified and studied using structured interviews and document analysis. The overwhelming majority of students receiving a publicly funded education in the United States attend a public school in a district overseen by a democratically elected school board. Despite the dominant market share of democratically elected school boards, academic scholarship is increasingly focused on alternative governance structures such as mayoral control, charter schools, and school vouchers. Much research on traditional school boards is in fact skeptical of the capacity for such boards to positively impact academic performance.
