In Milwaukee, The Milwaukee Parental School Choice Program (MPCP) is a program that "allows low-income Milwaukee Students to attend participating private or religious schools located in Milwaukee with no charge for tuition if certain eligibility criteria are met" (Wisconsin Department of Public Instruction). The program allows for qualifying families to use a portion of the public educational funding selected (voucher) for their student to attend a public school or the private school of their choice. The purpose of this qualitative study is to examine the experiences of four teachers nominated for their reputations as highly effective educators of English language learners. The intent is to explore how the teachers respond and react to changes and expectations of education policy and investigate how daily decision-making processes are affected. Three themes emerged from the data that suggest the participants have a cognizance of their own expertise, recognize and react to discriminatory action, and make decisions to take active roles to work toward change. Americans cherish freedom and value local control of education. The issue of "school choice," a movement that supports publicly funded tuition vouchers for students who attend private schools, appeared on the public agenda in the 1980s and has remained a controversial topic into the twenty-first century. Milwaukee had one of the first and most expansive school choice programs in the United States. If one is to understand school choice, one must understand its origin in Milwaukee. Milwaukee moved through three eras of choice--the eras of "no choice," "forced choice," and "school choice." The Milwaukee Public Schools (MPS) followed a "comprehensive" …
