The solution to the water resource problems within the Salinas Valley had been known since at least 1946. The best solution, proposed at that time by the California Department of Water Resources (DWR), recognized that sufficient supplemental water could be developed within the basin recognizing the need to transfer water from the Forebay Area to the Pressure and East Side areas.
