Purpose: The purpose of this ethnographic study is to identify and describe how California Community College Student Services mid-level leaders are culturally responsive in their leadership strategies, based on Horsford’s et al. (2011) Culturally Relevant Leadership Framework.

Methodology: This ethnographic study identified and described culturally responsive leadership strategies utilized by 16 mid-level Student Services leaders within the California community colleges using Horsford et al.’s (2011) Culturally Relevant Leadership Framework. Participants were identified and selected through purposeful criterion sampling. Data was gathered through semi-structured interviews and the collection of artifacts. The educational trends in the attainment of Hmong American students in higher education have grown significantly over the past 40+ years. However, modern academia is still somewhat new to most United States Hmong refugees since their resettlement in 1975 after the Vietnam War. Hmong students are children of refugee immigrants who came to the United States with no formal schooling, limited English proficiency, and a low-socioeconomic background. The purpose of this qualitative narrative study was to report the stories of Latina’s experiences with the leadership pipeline in higher education, and determine what venues within that pipeline facilitate or impede access to executive level administrative positions. In this companion dissertation findings are reported of applied case study research on four community college organizational units that consistently meet or exceed standard performance measures. Ample prior evidence confirmed that performance extended significantly beyond what might be explained by available tangible resources alone. The case study contexts are common in higher education in general: a) an external partnership, (b) an ad hoc team, (c) a traditional, cross-divisional service unit, and (d) a grant-funded student service unit.

The purpose of the present study was to examine whether organizational culture varies as a function of institutional type in higher education, and to identify whether there exists congruence between organizational culture type and leader behavior. Utilizing the Organizational Culture Assessment Instrument (OCAI) developed by Cameron and Quinn (2011), data were collected from a sample of academic deans (n = 84) representing the colleges and universities across five states of the Upper Midwest. Legal and risk management issues substantially impact the operations of colleges and universities, which face escalating compliance requirements in an increasingly litigious environment. Failing to assess legal liability issues and to constructively address them with risk management processes create vulnerability to claims and litigation, stretching limited institutional resources.
