The Emergency Management Accreditation Program (EMAP) is a non profit organization developed to accredit government emergency management programs in the 56 U.S. states and territories. This accreditation model is based on the NFPA 1600 Standard on Disaster/Emergency Management and Business Continuity Programs. In 2003, the Federal Emergency Management Agency funded EMAP to conduct baseline assessments of each U.S. state and territory to assess their emergency management capabilities. Between January 2003 and December 2004, EMAP conducted baseline assessments of 35 U.S. state and territory emergency management programs. El trabajo explora, en el contexto de los cambios recientes en la educación terciaria Mexicana, y a partir de los conceptos de servicios estudiantiles y trabajo académico, las relaciones entre éste y las actividades de tutoría impulsados desde instancias como la ANUIES y las propias instituciones de educación terciaria. Se propone el concepto de servicios estudiantiles como incluyente de la noción de tutoría y, al mismo tiempo, se plantea que los servicios estudiantiles pueden verse tanto desde una perspectiva formativa como compensatoria. The historical evolution of education and impact of its inequalities have not been televised. The world is more often exposed to “overcomology” —society’s assertion that oppressed peoples or so-called minorities have overcome past injustices and are now able to access the same educational opportunities as so-called majority groups. This paper provides a Gil Scott-Heron-esque review of the effects of inequalities on this key social institution.

This paper examines the concept of empowerment. It also discusses some of the income generating activities of the Agency for Adult and Non-formal Education (AANFE), Oyo State. This was with the view to determining how income-generating activities have helped adult women to develop skills in their different vocations and how these programmes have made participants to become self-reliant and improved their standard of living. Two hypotheses were postulated and tested at 0.05 significant levels. The survey research design was adopted for the study. Emergency management is an established system to prepare for, respond to, recover from and mitigate the consequence of disasters. Natural and manmade disasters have increased public interest in the systems and organizations that have evolved to protect the public from their effects. The Emergency Management Accreditation Program (EMAP) was developed as a method to evaluate and accredit emergency management programs. This paper addresses the importance of strategic planning as a precursor to assessing organizational performance and outlines a change model that has been used successfully at a small college with limited resources. Grounded in extant executive planning processes, this new model demystifies the strategic planning process and establishes procedures that address the practical and logistical issues associated with facilitating a planning process and ensuring that the plan becomes a document that espouses realistic goals, inspires and motivates members of the campus community, and actually provides direction for departments as they create their work plans and allocate resources.

This study focused on the necessity of constructing and using standardized achievement instrument for assessing adult learners. Tests and other procedures for measuring learners’ progress serve as basis for instructional decisions taken by educators on learners. For this reasons, educators are supposed to be versed on the production of good quality tests in order to obtain true estimates of learners’ achievement. This study discussed the qualities which a good test should have namely; validity, reliability and usability. Con base en un cuestionario aplicado a 289 académicos con 30 o más horas semanales de trabajo, en una institución de educación superior pública, del noroeste del país, se investigó la percepción de los encuestados sobre su influencia en las decisiones de las administraciones central y de las unidades académicas, así como de ellos mismos. In this article, the authors detail the conditions and patterns of academic capitalism and the new economy in US higher education. Subsequently, a conceptual model is offered for considering the international reach and national and local patterns of academic capitalism. Further, a distinctive Mexican case of entrepreneurialism is offered. The article concludes with a discussion of alternatives for a model of a universidad latinoamericana that is grounded in the historical role of Latin American universities.

A partir de una encuesta realizada a académicos en una universidad pública estatal, se midieron los niveles de satisfacción global y específica en el trabajo de los de tiempo completo que la contestaron. La satisfacción global en el trabajo fue alta, lo misma que la relativa a la docencia y autonomía individual. En contraste, los niveles de satisfacción fueron inferiores y bajos cuando se consideraron las actividades de investigación, desarrollo profesional, la participación de los académicos en la toma de decisiones académicas y aspectos contextuales al trabajo como evaluación, supervisión y salario. Luego de contextualizar la "educación superior" que se impartió durante la colonia en la Nueva España, el trabajo describe, con base a la literatura histórica pertinente, diversos aspectos de la "profesión académica" durante ese periodo. Así, se discute la naturaleza del trabajo académico característico de esa época, la forma en que se impartían las clases, la contratación de nuevos profesores y las relaciones entre el profesorado y la burocracia gubernamental y eclesiástica con la que se relacionaban los catedráticos ("académicos") de la Real y Pontifica Universidad de México.

While important normative work has been produced on various aspects of governance, including trusteeship (Cheit, Holland and Taylor, 1991; Kerr and Gade, 1989), institutional autonomy (Berdahl, 1990), and governance struc- tures (Richardson ct al., 1998) little theoretical inquiry has been devoted to two essential questions of governance: how arc key decisions actually made in the postsecondary sector, and who makes them?
