There is growing interest in the effect on candidate performance of characteristics of the interlocutor in tests of speaking. A range of variables associated with the interlocutor may cause systematic variation in linguistic performance, and consequently in scores awarded. Charter schools involve a trading of autonomy for accountability. This accountability comes through two forces—markets through the choices of parents and students, and accountability to government through the writing of contracts that must be renewed for schools to continue to operate. Charter schools are supposed to be more accountable for educational performance than traditional public schools because authorizers have the ability to revoke charter contracts. Secondary Education In The United States: What Can Others Learn From Our Mistakes?, John H. Bishop , Ferran Mane, Michael Bishop

Secondary schools are the least successful component of the U.S. education system. Students learn considerably less than in other industrialized nations and dropout rates are significantly higher. This paper provides an explanation for this failure, describes the standards based reforms strategies that many states are implementing to attack these problems, and evaluates the success of these efforts.

It is difficult to overstate the depth of the educational disadvantage which continues to be experienced by Aboriginal young people in the Swan District. While encouraging signs can be found in the genuinely positive attitudes towards school among many of the Aboriginal students who are regular attenders, it is still the case that considerable differences in educational outcomes between Aborigines and non-Aborigines remain.
