Reading programs are essential tools for leaders to use while building literacy. The transfer from instructional delivery to student knowledge should be easily recognizable in the end-of-year assessment data. As the principal analyzing the end-of-year data, I discovered a problem when I struggled to see this transfer in my data. The purpose of this program evaluation was to determine whether teachers perceived Reading Wonders to be an effective reading program for the school district as well as whether the assessment data aligned with teachers’ perceptions. Journal of Educational Research and Practice

African American male third graders in U.S Title I schools frequently fail to read on grade level. However, in three Title I schools in East Texas, this demographic demonstrated exceptionally high reading ability. This explanatory case study investigated the instructional strategies and practices linked to high reading achievement for these students. The study is grounded in Ladson-Billings’s theory of culturally relevant pedagogy and supported by Vygotsky’s theory of social and cognitive constructivism. This was an evaluation of the pilot program Paws for Reading along with other children’s programs ages 5-11 or Kindergarten through fifth grade, according to their mission in a Midwest public library setting. Public libraries were incorporating more programming into the schedules for the benefit of the patrons and growing communities. In this mixedmethods study, the researcher created instruments including a survey, questionnaire, and observation form to evaluate library programming. Student achievement and the state Standards of Learning testing was a critical criterion for success for school districts, administrators, and teachers. The researcher in this study investigated the efficacy of the Comprehensive Instructional Program in improving student achievement in reading and mathematics and whether school configuration impacted student achievement. The population consisted of all students in District A in Virginia who took achievement tests in reading and math in 2012-2018.
