The Programme for the International Assessment of Adult Competencies (PIAAC) is an international assessment of the proficiency of adults (aged 16-65 years) in key information processing skills (reading, numeracy and Problem Solving in Technology-Rich Environments). The PIAAC Survey of Adult Skills has revealed that a considerable number of adults in OECD countries possess only limited literacy and numeracy skills. The OECD is currently reviewing the content of the frameworks and cognitive assessment instruments for the 2nd cycle of PIAAC ready for delivery in 2021-22. This report is the result of a review of the numeracy construct and assessment in PIAAC. …

Single-Sex Schooling And Girls’ Achievement In Australia, Katherine Dix
Dr Katherine Dix
Data from research studies such as the Progress in International Reading Literacy Study (PIRLS), the Programme for International Student Assessment (PISA), Trends in Mathematics and Science Study (TIMSS), and NAPLAN have been utilised to compare girls’ and boys’ academic achievement in single-sex and co-educational schools. The data sets, which inform policy monitoring by identifying key performance measures and evaluating progress towards educational goals for Australian students by international standards, are examined to identify any gender biases in Australian and international trends in reading and mathematics for Years 3-4 to Year 9 students. The effects of socio-economic status, year level and …

The Australian Core Skills Framework (ACSF) provides a rich, detailed picture of real life performance in the five core skills of: Learning, Reading, Writing, Oral Communication and Numeracy. These skills are essential for individuals to participate effectively in our society. They are inextricably interwoven into all parts of our lives, being directly or indirectly linked to the physical, social and economic wellbeing of individuals, workplace productivity and safety, community interaction and capacity, and ultimately to Australia’s economic and community wellbeing. The ACSF reflects contemporary use of English in Australia. The ACSF has been developed to facilitate a consistent national approach …

The Programme for International Student Assessment (PISA) is an international comparative study of student achievement directed by the Organisation for Economic Co-operation and Development (OECD). PISA 2015 represents the sixth such study since PISA was first conducted in 2000. Seventy-two OECD countries or partner economies participated in PISA 2015. In Australia, PISA is managed by the Australian Council for Educational Research (ACER) and is jointly funded by the Australian Government and the state and territory governments. The goal of PISA is to measure how well 15-year-olds, who are nearing the end of their compulsory schooling in most participating educational systems, …

Measuring The Impact Of Citizen-Led Assessments For Improving The Quality Of Education, Mollie Tobin, Petra Lietz
Dr Petra Lietz
Effective communication and advocacy activities are essential components in initiating change in education practices and policies. ACER, through the Global Education Monitoring (GEM) Centre provided support to OMAES (Oeuvre Malienne d’Aide à l’Enfance du Sahel), a non-governmental organisation in Mali, for the development of an internal monitoring and evaluation system for the Beekunko assessment in Mali. Bεεkunko is a household-based assessment of children’s learning outcomes in literacy and numeracy for children in Mali whether currently attending school or not, and who are six to 14 years of age. OMAES’ primary aim through Bεεkunko is to motivate stakeholders at various levels …

Class 6 School Factors In Afghanistan 2013 : The Relationship Between School Factors And Student Outcomes From A Learning Assessment Of Mathematical, Reading And Writing Literacy, Tim Friedman, Sally Robertson, Stephanie Templeton, Maurice Walker
Dr Tim Friedman
In 2012, the Ministry of Education, Afghanistan, engaged the Australian Council for Educational Research (ACER) as a partner to support the development of a national learning assessment program in Afghanistan. To achieve this goal, the Learning Assessment unit of the Ministry of Education and ACER have collaborated to design and implement the Monitoring Trends in Educational Growth (MTEG) program in Afghanistan. MTEG is designed as a long-term monitoring program with one focus on trends in achievement outcomes in single class levels over time, and another focus on the growth of achievement in cohorts throughout the school cycle, from Class 3 …

Session H: Pisa: Behind The Headlines And Past The Rankings, Sue Thomson, Chris Wardlaw
Dr Sue Thomson
Whenever the results of the Programme for International Student Assessment (PISA) are announced, media headlines are full of reports about rankings, about how many countries Australia is outperformed by and outperforms. In early rounds of PISA, Australia ranked among the top 10 countries across all three education domains assessed. However, over time Australia’s position has declined, rather than improved, and Australia no longer sits in the top 10 of any of the assessed domains. This presentation will go behind the headlines and past the rankings, to look at where Australia has declined, and look at how we can improve outcomes …

The OECD Programme for International Student Assessment (PISA) is an international comparative survey of 15-year-olds’ knowledge and skills in reading, mathematical and scientific literacy. PISA seeks to measure how well young adults have acquired the knowledge and skills that are required to function as successful members of society. As part of the PISA 2009 survey, students completed an assessment on reading literacy, mathematical literacy and scientific literacy, as well as an extensive background questionnaire. School principals also completed a survey describing the context of education at their school, including the level of resources in the school and qualifications of staff. …
