Big Data In Education – An International Perspective, Robert Hassell, Sacha Develle

The authors report on research they originally undertook for AISNSW, exploring how schools in Finland, Singapore, Japan and Ontario use data to inform improvements in student learning. These jurisdictions have regularly outperformed Australia in their results for PISA and other international assessments. The authors address: the types of data schools collect in the different jurisdictions and their explicit improvement agenda; how ‘big education data’ is used by schools; the future of data use, including ‘big data in education’; and exemplars of effective data use in schools. This study, undertaken by the Australian Council for Educational Research (ACER), investigated how International Baccalaureate (IB) students enrolled in the Primary Years Programme (PYP) and Middle Years Programme (MYP) performed on the International Schools’ Assessment (ISA), relative to non‐IB students. The ISA assesses student performance in Grades 3 to 10 across four domains: Math Literacy, Reading, Narrative Writing, and Expository Writing. The math and reading components of the assessment are based on the reading and mathematical literacy frameworks of the HOECD'sProgramme for International Student Assessment (PISA)H. The authors introduce readers to the activities involved in the development of achievement tests, including developing as assessment framework, writing multiple choice and constructed response type items, pretesting, producing test booklets, and handscoring items. A section on questionnaire construction features designing questionnaires, writing questions, coding responses, and linking questionnaire and test score data. The final section covers the development of a test administration manual, selecting test administrators, and contacting sampled schools. This research examined students' responses to mathematics problem- solving tasks and applied a general multidimensional IRT model at the response category level. In doing so, cognitive processes were identified and modelled through item response modelling to extract more information than would be provided using conventional practices in scoring items. More specifically, the study consisted of two parts. The first part involved the development of a mathematics problem-solving framework that was theoretically grounded, drawing upon research in mathematics education and cognitive psychology. This report examines hourly earnings among Australian youth. The influences on hourly earnings were analysed in three sections. The first presents the correlation between earnings and social background, school factors, qualifications and labour market history. The second part models earnings using a four step procedure adding, sequentially, social and demographic background factors. school factors, qualifications and Year 12 completion, and employment history. The final section focuses on aging and cohort effects by examining the inmpact on hourly earnings of gender, schooling, qualifications and work experiences at particular ages.
