Across Australia, very few Year 12 subjects focus on Asia, according to this report. Where content on Asia is offered, it often has an Australian or Western focus. The authors found that, in practice, it is schools and teachers who select the material that students will study. Teachers are not likely to select material with which they themselves are unfamiliar or may have never studied. They will tend to choose what they know about and are confident of teaching, particularly at Year 12 level, where so much rides on students’ results. The VIT’s Program for Supporting Provisionally Registered Teachers and its registration procedures are increasingly seen as valid and fair. The Program is generally perceived as leading to improvements in teaching practice. Principals and mentors were very positive about the program, and consistently reported high levels of satisfaction with its implementation. Research has repeatedly found that significant reforms are often accompanied by a degree of unease and resistance, and this has been the case with the introduction of the VIT standards and registration requirements. The Victorian Institute of Teaching implemented its new registration procedures for Provisionally Registered Teachers (PRTs) in 2004. A pilot version of these procedures was trialled in 2003, and evaluated by ACER (Kleinhenz and Ingvarson 2004). Background information about the development of the Standards and Professional Learning Project can be found in this report. As part of the process for full registration, PRTs were required to prepare a portfolio with three components: an analysis of teaching and learning, collegiate classroom activities and a list of and commentary on professional activities undertaken. This research, carried out by the Australian Council for Educational Research in 2004, looks at the hours worked, the kinds of work performed and the manageability of that work, for principals, middle managers and teachers in New Zealand secondary schools. This study was a recommendation of the Ministerial Taskforce on Secondary Teacher Remuneration which reported in 2003. The research was commissioned by the Ministry of Education. Fieldwork was initially conducted in twenty schools, mainly through individual interviews with principals and a small selection of middle managers and teachers. This report falls into three main sections, in accordance with the project brief. The first provides an overview of current pay arrangements and collective enterprise bargaining agreements for teachers in Australian schools. Within these arrangements, the report gives particular attention to provisions for performance-based pay schemes and to identifying potential impediments to the introduction of performance-based pay for teachers. The VIT Standards and Professional Learning Project was seen to be leading to improvements in teaching practice across schools and playing a major role in reinforcing and/or establishing a culture of professional collaboration and professional learning in schools. That is likely to lead to improved student outcomes. The role of the school leadership is clearly very important in this as in any other major innovation. Principals and mentors were very positive about the program, and consistently reported higher levels of satisfaction with its implementation than did the Provisionally Registered Teachers. Primary teachers were in general more positive than secondary teachers. …
