The purpose of this study was to develop a valid and reliable school culture audit to identify values, normative behaviors, and culture gaps within a school. Following an extensive review of the literature, a national panel of experts and practitioners validated 31 key factors as an appropriate measure of school culture. This study made a critical analysis of summative teacher performance evaluation instruments used nationally in public school systems. The investigation involved identifying in the literature the types of instruments used, the types of rating scales and response modes used, and the merits of the comment section that may be found on the evaluation document. The difficulty level of college courses has been identified as a value which varies across courses. A sample of fifty (50) introductory-level college courses was selected and four different measures of course difficulty, (1) perceived difficulty, (2) perceived amount of work, (3) average grade awarded, and (4) average ACT composite of enrolled students, were calculated for each course. The difficulty estimates were examined for consistency for each measure individually, over time, and in comparison with the others.
