The purpose of this case study was to understand how collaboration, or lack of collaboration between community college-level silos, affected the process of accreditation as conducted by the Higher Learning Commission. The theory that guided this study is Smith’s theory of seven silos of higher education, as it explains the relationships between the areas of assessment, strategic planning, institutional effectiveness, and their impact on accreditation. A sabbatical – a period of paid leave granted to faculty for research or study - is a construct in higher education that has experienced ebbs and flows in its favorability, though there are persistent arguments that it is important for research-active faculty (Pietsch, 2011). Early career faculty are focused on achieving tenure as this is high stakes at most institutions. Once tenure is achieved, the next goalpost is full professor. The day-to-day responsibilities of faculty can distract from and dilute efforts aimed at strategic planning, long-term planning, and reflection necessary to achieve this level of promotion. Strategic planning has become an integral part of the management of higher education institutions (HEIs) worldwide, largely in response to an external environment that is exerting increased pressure. The experiences of all but one of Ireland’s 21 Universities and Institutes of Technology with strategic planning over a ten-year period are considered in this paper. Despite evidence of growing experience with strategic planning, some significant deficits are identified.
