A general conclusion of this Review is that senior secondary assessment and tertiary entrance in Queensland are in need of attention. It is more than twenty years since the current OP system was designed, and the broad features of the senior assessment system have been in place even longer. Over the past two decades, assessment and tertiary entrance processes have been the subject of ongoing modifications. Although the current processes have served Queensland well, we believe that they will be less adequate in meeting future needs and that the time has come for a redesign. The Commonwealth Department of Education, Science and Training on May 2005 commissioned the Australian Council for Educational Research to investigate and report on models and implementation arrangements for an Australian Certificate of Education. There are ten different certificates currently available across the six states and two territories of Australia that provide a senior secondary school qualification. The first recommendation made by the Review is for national agreement on what should be taught in each school system. The second recommendation is for students across Australia to be assessed against the same standards. This requires the development of natural so-called ‘achievement standards’ …

The challenge that confronts agencies responsible for assessment and reporting in the senior secondary school is to extend systematic assessment procedures to broader range of learning outcomes than those currently assessed by public examination, to develop methods of reporting which are more descriptive of individual achievement and which provide a better basis for describing and maintaining standards, and to provide results which are sufficiently comparable across schools to enable fair comparisons of applicants for tertiary study.
