The aim of the Earning and Learning Research Partnership was to explore the reasons why a substantial proportion of successive cohorts of students in South Australia had not completed the South Australian Certificate of Education (SACE) or were identified as potential non-completers. This paper describes some lessons learned from international adult numeracy assessments that can help in understanding the challenges that people, including both adults and school students, have when solving numeracy tasks and their levels of performance on functional mathematical problems. The paper presents a theoretical schema of five factors that predict, separately and in interaction, the complexity or level of difficulty of mathematically-related assessment tasks, including tasks that incorporate texts and require literacy or reading skills, which are very common in adults' lives. The Programme for the International Assessment of Adult Competencies (PIAAC) is an international assessment of the proficiency of adults (aged 16-65 years) in key information processing skills (reading, numeracy and Problem Solving in Technology-Rich Environments). The PIAAC Survey of Adult Skills has revealed that a considerable number of adults in OECD countries possess only limited literacy and numeracy skills. The OECD is currently reviewing the content of the frameworks and cognitive assessment instruments for the 2nd cycle of PIAAC ready for delivery in 2021-22. In the majority of vocational qualifications, assessment of competence incorporates a structured work placement (SWP). Increasingly, host employers are using these placements as part of recruitment strategies, particularly for entry level roles. In effect, the placement is becoming the new ‘interview’, and the new interview is morphing into an extended audition where a learner’s non-technical, ‘employability’ skills may play a critical role. Since the first large-scale survey in that year, around 385,000 school leavers have participated in the On Track surveys, providing valuable insights into their post-school destinations and pathways. This report examines the pathways of young people who left a Victorian government school in 2007. The participants in this On Track longitudinal survey comprised 2346 Year 12 or equivalent completers and 1130 early school leavers. These young people were first contacted in 2008 as part of the annual On Track survey and were interviewed in each subsequent year until 2011. In the first year after leaving school, 70% of Year 12 or equivalent completers were participating in education and training, comprising 39% at university, 20% studying for a certificate and 11% in an apprenticeship or traineeship. The On Track project was initiated in 2003. Since the first large-scale survey in that year, around 350,000 school leavers have participated in the On Track surveys, providing valuable insights into their post-school destinations and pathways. This 2011 report is based on data from telephone surveys of 35,002 Year 12 or equivalent completers and 3768 early leavers from the 2010 school year. The information was collected in April and May 2011. The report focuses on analyses at the state and regional levels.

Sponsored by DEEWR, the Australian Apprentice Retention Pilot Project aims to improve the retention of apprentices in skills shortage trades. The project involves the provision of mentors to support apprentices at three sites: in Queensland (Logan/Ipswich); New South Wales (Western Sydney); and Victoria (Southeast Melbourne). The link between academic achievement and labour market outcomes is well established. But how well does a student's achievement in a test predict their later success in life? This study examines this question, with 'success' considered to encompass satisfaction with life together with the extent to which young people are fully occupied with education, employment or a combination of these. Low performers in mathematics in the 2003 Programme for International Student Assessment were the focus. The study found that 'low performing' status has little impact on future success. This study uses an annual timeframe to evaluate the influence of labour market status in one period on status in the subsequent period. Understanding the role of past labour market experiences is important when it is the objective of policy-makers to increase the proportion of time spent by young Australians in desirable labour market states, such as full-time work, and reduce the time they spend in marginalised activities, such as unemployment. Transition and Post-School Education and Training
This literature review is part of a project commissioned by The Smith Family that is investigating the effects and influences of family expectations on the cost benefit analyses undertaken by students when they are considering their post-school plans. The 2006 report for The Smith Family, On track? Students choosing a career, pointed to the possibility of a strong effect of family expectations on young people’s post-school plans (Beavis, 2006).
