Evaluating Impacts Of Development Programs On Female Education In Afghanistan, Ahmad Shah Mobariz

This dissertation evaluates the effects of three development interventions on female education in Afghanistan: 1) effects of foreign military withdrawal on females’ demand for higher education; 2) impacts of PEZAK, a community-driven university entrance preparation, on student enrollment and performance in tertiary education; and 3) long-term effects of National Solidarity Program (NSP), that established gender-balanced local development councils, on female enrollment. Foreign military withdrawal increased female participation in higher education by 0.3 percentage points from a base value of 0.05 percent participation per capita. The PEZAK increased test scores by 0.17 standard deviations and had a positiveeffect on enrollment in …

This research paper aims to investigate associations between education investments and economic growth on the state level. These relationships are measured in terms of two dependent variables: state gross domestic product output and cumulative personal incomes by state. These dependent variables, or indicators of economic growth were selected from previous supportive literature. The present study analyzes publicly available aggregate school finance data reports and aggregate GDP output reports for the year of 2018. Two hypotheses were tested to assess these associations. Data from the University of Araksas Fayetteville (UAF) suggest students who start in honors as new freshmen typically graduate at rates much higher than students who were not honors freshmen. Therefore, we need to understand drivers of human capital accumulation in order to design successful development policies. My dissertation studies formation and use of human capital with emphasis on its less tangible forms, including skills, abilities and know-how.

The first chapter of my dissertation explores the effects of occupational and educational barriers on human capital stock and aggregate productivity. Though researchers now know that noncognitive skills and personality traits, such as conscientiousness, grit, self-control, or a growth mindset could be important for life outcomes, they struggle to find reliable measures of these skills. Self-reports are often used for analysis, but these measures have been found to be affected by important biases. We study the validity of innovative, more robust measures of noncognitive skills based on performance tasks. This thesis studies the subsequent labor market outcomes of college graduates during an economic recession in Spain over the years 2000-2012. I use data on undergraduate enrollment, unemployment, national income, and educational spend from the Spanish National Institute of Statistics, the CIA World Fact Book, Spain’s Ministry of Education, and World Bank to run regression analyses and the Granger Causality Test. I find that university enrollment and unemployment rate are positively correlated. Regression results show that for every one percent increase in unemployment, enrollment increases by approximately 7,429 students.

Food insecurity, not having consistent access to adequate food for active, healthy lives for all household members is most common among low income households. However, income alone is not sufficient to explain who experiences food insecurity. This study investigates the relationship between financial literacy and food security. We find that low income households who exhibit financial literacy are less likely to experience food insecurity.

Continued improvements in life expectancy and fiscal insolvency of public pensions have led to an increase in pension entitlement ages in several countries, but its consequences for subjective well-being are largely unknown. Financial consequences of retirement complicate the estimation of effects of retirement on subjective well-being as financial circumstances may influence subjective well-being, and therefore, the effects of retirement are likely to be confounded by the change in income. At the same time, unobservable determinants of income are probably related with unobservable determinants of subjective wellbeing, making income possibly endogenous if used as control in subjective wellbeing regressions. This dissertation documents pension benefit choices made by public school teachers enrolled in the Illinois Teachers' Retirement System (TRS), where they choose between taking a lump-sum withdrawal of their refundable contributions and deferring a pension benefit. The analysis explores the extent to which vested teachers enrolled in TRS separate from service with positive pension wealth, estimates how much money is "left on the table" at a conventional discount rate, and investigates what types of teachers display higher or lower discount rates as indicated by cashout patterns. The paper examines the question "Does specialization in higher education result in improved economic outcomes for a state as measured by increased research and development (R&D) in the state?" A fixed effects model is employed to estimate how the variation in state funding per pupil across institutions of higher education (a measure of specialization) impacts R&D funding in the state.
