The purpose of the case study was to comprehend the relationship between the accountability movement as characterized by the Texas A-F Accountability System and ESSA on a middle school principal’s sense of self-efficacy in an urban school district located at the southeastern-most point of the Rio Grande Valley along the Texas-Mexico border. Expectations of school administration changed dramatically over the course of the 20th century. Today, the roles and responsibilities of school administrators must be re-defined for success in the 21st century. The current research aimed at revealing the perception of school leadership by school administrators who were expected to cope with problems and enable students to succeed in the U.S. and Turkey. This qualitative study followed a survey study that investigated university faculty, classroom teachers, and principals' perceptions of well-prepared middle school teachers in the state of Oregon in the United States. A qualitative approach allowed the researchers to explore and interpret the participants' views (Denzin & Lincoln, 1998). In spite of many similarities, a number of differences in emphasis or priority were found among the groups, including views on assessment, curriculum development, and the importance of family and community connections for beginning classroom teachers.
