Several factors contribute to the challenges community college leaders face in maintaining and sustaining noncredit workforce development programming. For example, these factors include funding reductions from state legislators and corporations using internal training departments for workforce development. There are community colleges that do overcome these challenges and achieve sustainability, provide revenue to the college, and increase and expand programming. The purpose of this case study was to identify strategies that contribute to the sustainability and success of community college noncredit workforce development programs.

This qualitative study will investigate the unintended consequences of implementing structural change in a rural community college in the mid-South region of the United States. Specifically, this study will examine the unanticipated outcomes of merging student affairs and academic affairs into one division. The purpose of this study was to qualitatively examine the governance structure of a successful community college and industry advisory board that collaborate to improve regional workforce development initiatives. The institutional analysis and development (IAD) framework was used as a lens to describe the partnership. The results determined that there were many informal rules that governed the relationship between the community college and industry partners, which led to successful implementation of decisions. The community college leaders created the informal rules with the purpose of encouraging involvement among industry stakeholders, sharing power among all the participants, and facilitating communication. The purpose of this quantitative study was to expand understanding of leadership behaviors and their influence on follower engagement. Researchers have shown that engagement is a predictor of retention and organizational performance. Leadership theory and the conceptual framework of worker engagement were the study's theoretical anchors. Despite a proliferation of leadership studies, engagement antecedents are largely unknown. The defunding of higher education at the state and national level following the 2008 recession created the need for administrators of public higher education institutions to develop and implement funding strategies to maintain organizational sustainability. State government administrators reduced spending approximately 26% per student across the nation, leaving higher education administrators challenged with adjusting organizational budgets to compensate for the reduction in state monetary support. First Year College Experience is a face-to-face three-credit college course that provided the subject for the current research. The current research was conducted at a small, Midwest community college. This course expanded the college’s existing one-credit hour course called College Success Skills. In the hope of amplifying the impact of the existing course, several learning modules and objectives were designed. The current quantitative, non-experimental research demonstrated that students passing the First Year College Experience course tended to have higher GPAs than students who did not take the course.
