The United States Air Force relies upon information production activities to gain insight regarding uncertainties affecting important system configuration and in-mission task execution decisions. Constrained resources that prevent the fulfillment of every information production request, multiple information requestors holding different temporal-sensitive objectives, non-constant marginal value preferences, and information-product aging factors that affect the value-of-information complicate the management of these activities. This dissertation reviews project selection research related to these issues and presents novel methods to address these complications. Quantitative experimentation results demonstrate these methods’ significance.

Quantifying an expected improvement when considering moderate-complexity changes to a process is time consuming and has potential to overlook stochastic effects. By modeling a process as a Numerical Design Structure Matrix (NDSM), simulating the proposed changes, and evaluating performance, quantification can be rapidly accomplished to understand stochastic effects. This thesis explores a method to evaluate complex process changes within Six Sigma DMAIC process improvement to identify the most desirable outcome amongst several improvement options. Assessing the effectiveness of humanitarian assistance and foreign aid has presented a challenge to personnel tasked with these operations. Answering the question "are we winning hearts and minds" has similarly eluded military personnel in Iraq and Afghanistan. This research presents a review of humanitarian assistance and foreign aid conducted by the U.S. government and literature on U.S. military doctrine regarding humanitarian assistance and infrastructure investment. A recent study assigned a grade of D+ on the nation's public infrastructure. Because of this poor asset condition, many organizations tend to respond to maintenance in a reactive mode; however, relying on corrective maintenance leads to increased maintenance costs due to unplanned downtime, increased labor costs, and inefficient use of personnel. This research provides program analysts and Department of Defense (DoD) leadership with an approach to identify problems in real-time for acquisition contracts. Specifically, we develop optimization algorithms to detect unusual changes in acquisition programs’ Earned Value data streams. The research is focused on three questions. First, can we predict the contractor provided estimate at complete (EAC)? Second, can we use those predictions to develop an algorithm to determine if a problem will occur in an acquisition program or subprogram? This thesis explored the impact of heroic actions on depot maintenance operations in terms of aircraft flow days through programmed depot maintenance and in terms of lost production hours. In an area of fiscal uncertaintly and reducing budgets, an understanding of the impact of heroic actions would lead to efficiency gains for the Air Force. Depots do not routinely report the associated impact of heroic actions on their operations and recent efforts to assess these impacts have not arrived to a definitive conclusion.

The purpose of this research is to lessen the potential human errors by using decision analysis and cost analysis techniques. This research uses Value- Focused Thinking in conjunction with Multi-Objective Decision Analysis and Cost Analysis. It creates a decision-making model that allows decision makers to interact with analysts by specifying his/her objectives, values and preferences. On the other hand, cost analysis process determines cost effective alternatives. Studies have explored the antecedents to turnover in the military; however, results vary. This research used a meta-analytic method to evaluate reported correlations between antecedents of turnover intent and turnover in an effort to understand the true relationship between them and offer insight to leaders as to where they can affect turnover within their organizations. Included studies reported a military sample and were published between 1973 and 2009. The meta-analysis revealed no correlation between OPTEMPO and turnover intent. Not enough studies were included to evaluate the relationship between OPTEMPO and turnover. Varying definitions and measurements of OPTEMPO raised concern. Additional …

In order to understand why organizations make certain decisions and target certain outcomes, it is useful to understand their priorities and preferences, commonly referred to as “values.” This research explores the relationship between the technical values held by system development teams and the operational effectiveness of the systems those teams produce. Specifically, it examines the impact of a value set called FIST (Fast, Inexpensive, Simple, Tiny) on DoD and NASA system development projects, and investigates the correlation between the FIST values and operational outcomes. Barriers to adoption of schedule management processes are a matter of serious concern to the acquisition community. Schedule management has been widely accepted to contribute to the successful execution of complicated system development processes since the 1950s. The purpose of this thesis is to take a step in integrating the change literature and accumulate the empirical results using meta-analytic techniques. First, a literature review of existing research on organizational change was conducted. Second, existing models of organizational change were integrated to create a theoretical structure. Third, a meta-analysis was performed to derive the corrected correlation values for each relationship in that structure. Finally, the readiness for change literature was qualitatively assessed. Numerous attributes are identified in the literature through a variety of methods, but very few studies relate specific qualities to success. This research represents a meta-analysis of 24 empirical studies that explored and identified which organizational factors moderated the relationships between facilitation strategies and change adoption The results indicate two key facilitation strategies, participation and communication that produced significant results. Participation resulted in a positive impact on job satisfaction, organizational commitment, performance, and turnover rates, while communication resulted in a positive impact on job satisfaction, organizational commitment, change adoption, and intent to remain. Contrary to many research studies, participation strategy was a non-significant moderator for change adoption. The identified strategies and outcomes were then analyzed for potential moderators. In December 1996, the Cost/Schedule Control Systems Criteria (C/SCSC) was officially replaced by the Earned Value Management Systems (EVMS) criteria. The switch to EVMS, coupled with current acquisition reform changes, have left many wondering what the effects of these changes will be. Previous research has resulted in the development of instruments to measure organizational effectiveness. This thesis attempts to develop an instrument to measure how effective the organization's metrics are in relation to their organization effectiveness model, specifically, to the Competing Values Model of organization effectiveness developed by Quinn and Rohrbaugh. This should aid managers in determining whether or not they are measuring what they think they are measuring and how effective they are at measuring organizational effectiveness. The instrument developed can help determine the specific aspects of organizational effectiveness which metrics are measuring according to the Competing Values Model.
